전북특별자치도는 21일 도청에서 산업별 전문가와 기업 관계자, 도의회 메가특위위원장 등 40여 명이 참석한 가운데‘메가프로젝트 미래신산업분과 전문가 자문회의’를 개최했다.

이번 회의는 정부의 첨단산업 육성정책과 연계해 발굴한 과제를 구체화하고, 전문가와 기업의 현장 의견을 반영해 사업 추진 방향을 보완하기 위해 마련됐다.

회의는 양선화 미래첨단산업국장 주재로 오전과 오후 두 차례에 걸쳐 진행됐다. 오전에는 로봇·반도체·AI 데이터센터 분야를, 오후에는 에너지·바이오·양자 분야를 중심으로 발굴과제 보고와 전문가 자문, 자유토론이 이어졌다.

참석자들은 각 과제의 정부 정책과의 연계성, 사업 규모와 추진체계, 민간투자 가능성 등을 검토하고 사업화 방안에 대한 의견을 나눴다.

앞서 미래신산업분과는 두 차례 회의를 통해 산업별 과제 발굴 방향을 설정하고 메가프로젝트 후보 과제를 도출했다. 이후 과제별 제안서를 보완하며 사업 추진에 필요한 세부 사항을 검토해 왔다.

도는 이번 자문 결과를 토대로 발굴과제를 기술개발에 그치지 않고 기업투자와 공급망 구축, 실증, 인재양성, 사업화까지 연계되는 종합 프로젝트로 발전시킬 계획이다.

특히 정부의 5극3특 성장엔진과 3대 메가프로젝트, 7대 SEED 프로젝트 등 주요 정책을 전북의 산업·연구 기반과 연계해 대규모 국책사업으로 구체화한다는 구상이다.

이를 위해 수소·재생에너지, 상용·특수목적 모빌리티, 반도체·첨단소재, 농생명·바이오, 양자·AI 등 지역의 산업적 강점을 활용하고, 오는 11월까지 사업 타당성 검토와 경제성 분석, 세부 실행계획 수립을 추진할 방침이다.

서난이 전북도의회 정부메가프로젝트 후속대응 특별위원회 위원장은 "산업현장의 생생한 목소리를 직접 듣고 소통할 수 있는 뜻깊은 자리였다”며, “오늘 제시된 다양한 의견들이 논의에 그치지 않고, 실질적인 정책과 제도 개선으로 이어질 수 있도록 특별위원회 차원에서 최선을 다해 살피고 지원하겠다”고 말했다.

양선화 전북자치도 미래첨단산업국장은 “정부의 첨단전략기술 육성과 지역 주도 성장정책이 구체화되는 지금이 전북의 강점과 민간투자를 연결한 대형 국가사업을 설계할 중요한 시점”이라며 “전문가와 기업의 현장 의견을 충실히 반영해 정책 정합성과 실행력을 갖춘 프로젝트로 보완하고, 기술개발·실증·기업투자·인재양성이 선순환하는 전북형 미래산업 생태계를 만들어 가겠다”고 말했다.

On the 21st, Jeonbuk Special Self-Governing Province held a 'Future New Industry Subdivision Expert Advisory Meeting for Mega Projects' at the provincial office with about 40 industrial experts, corporate representatives, and the chairman of the Mega Special Committee of the Provincial Council in attendance.

The purpose of this meeting was to concretize the tasks discovered in connection with the government's advanced industry promotion policies, and to refine the direction of project implementation by reflecting the on-site opinions of experts and businesses.

The meeting, presided over by Director Yang Seon-hwa of the Future Advanced Industry Division, was conducted twice in the morning and afternoon sessions. The morning session focused on the fields of robotics, semiconductors, and AI data centers, while the afternoon session revolved around energy, bio, and quantum fields, with reports on the discovered tasks, expert advice, and free discussions.

Participants reviewed the relevance of each task to government policies, the scale and implementation system of the projects, and the potential for private investment, exchanging opinions on business development strategies.

Previously, through two meetings, the Future New Industry Subdivision had set the direction for discovering tasks by industry and identified candidate tasks for mega projects. Subsequently, they have been refining proposals for each task, reviewing detailed matters necessary for project implementation.

Based on the advisory results from this meeting, the province plans to develop the discovered tasks into comprehensive projects that go beyond technological development to include corporate investment, supply chain establishment, verification, talent cultivation, and commercialization.

In particular, there is a plan to concretize major policies such as the government's 5+3 Growth Engines, 3 Mega Projects, and 7 SEED Projects by linking them with Jeonbuk's industrial and research base as large-scale national projects.

To achieve this, the region's industrial strengths in hydrogen, renewable energy, commercial and special-purpose mobility, semiconductors, advanced materials, agriculture and life sciences, quantum and AI will be utilized, and by November, they plan to proceed with assessing the feasibility of projects, conducting economic analysis, and establishing detailed implementation plans.

Seo Nan-i, Chairman of the Jeonbuk Provincial Council's Special Committee for Government Mega Project Follow-up Response, commented that the meeting was a meaningful opportunity to directly hear the vivid voices of the industrial field and communicate, stating, "The various opinions presented today should not just end in discussions but should lead to substantial policy and institutional improvements. The Special Committee will do its best to examine and support this."

Yang Seon-hwa, Director of the Jeonbuk Special Self-Governing Province's Future Advanced Industry Division, emphasized, "Now is a crucial moment for designing large national projects that connect Jeonbuk's strengths and private investments as the government's advanced strategic technology promotion and regional-led growth policies are being concretized." She further stated, "I will faithfully reflect the on-site opinions of experts and businesses to enhance the project with policy consistency and execution capability, creating a Jeonbuk-style future industry ecosystem where technology development, verification, corporate investment, and talent cultivation circulate."
