전북특별자치도가 2026년 지역사회보장계획 연차별 시행계획에 총 1,090억 원을 투입하고, 장애인 통합돌봄 체계 구축에 속도를 낸다. 도는 제5기(2023~2026) 지역사회보장계획의 마지막 해를 맞아 79개 세부사업을 추진, ‘마을중심 촘촘한 행복공동체, 전북’ 실현에 주력하겠다고 20일 밝혔다.

이번 계획은 「사회보장급여의 이용·제공 및 수급권자 발굴에 관한 법률」 제35조에 근거해 수립됐으며, 오는 3월 전면 시행되는 「돌봄통합지원법」에 대응한 수요자 중심 통합돌봄체계 구축이 핵심이다. 도는 통합돌봄 전담조직(TF)을 설치하고, 사회서비스원 내 민·관 협의체를 구성해 도와 시군 간 연계체계를 강화할 방침이다.

특히 장애인 분야에서는 장애아동 통합돌봄 지원체계 구축과 자립역량 강화를 위해 147억 원을 편성했다. 생애주기별 지원체계를 고도화하고 활동지원 서비스를 확대하는 한편, 고령장애인 증가에 대응한 맞춤형 통합돌봄 기반을 마련한다.

도는 55세 이상 고령장애인이 11만여 명(남 5만1,551명, 여 5만8,926명)에 이르는 점을 감안해 ‘고령장애인 통합돌봄 인력양성’ 사업을 새로 추진한다. 장애인종합지원센터를 교육 거점기관으로 지정해 전문 인력을 양성하고, 돌봄 수요·공급 진단을 토대로 맞춤형 돌봄계획을 수립할 예정이다.

반면 장애인복지관 기능확대 및 개편 사업과 장애인예술활동 지원 사업은 각각 폐지된다. 도는 복지관 기능개편이 완료됨에 따라 사업을 안정화 단계로 전환하고, 장애인예술활동 지원은 단순 예산지원이 아닌 지속 관리사업으로 운영 체계를 재정비한다는 설명이다.

또한 중도장애인 증가와 복합욕구 심화에 대응하기 위해 생활실태 분석을 토대로 정책 대안을 마련하고, 지역 단위 맞춤형 돌봄지원 체계를 구체화할 계획이다.

도 관계자는 “2026년은 제5기 지역사회보장계획의 마무리 단계로, 고령·중도장애인을 포함한 취약계층의 복합적 욕구에 적극 대응하는 해가 될 것”이라며 “돌봄통합지원법 시행에 맞춰 누구도 소외되지 않는 전북형 통합돌봄 안전망을 완성하겠다”고 밝혔다.

Jeollabuk Special Self-Governing Province plans to invest a total of 109 billion won in the annual implementation plan for the 2026 local community welfare plan and accelerate the establishment of an integrated care system for people with disabilities. The province announced on the 20th that, as it enters the final year of the 5th term (2023-2026) local community welfare plan, it will push forward 79 detailed projects to achieve the goal of "dense and happy community centers in Jeollabuk."

This plan was established based on Article 35 of the "Law on the Use, Provision, and Identification of Social Security Benefits," and the core focus is on establishing an integrated care system centered on demand in response to the "Care Integrated Support Act," which will be fully implemented in March. The province plans to set up a dedicated team for integrated care and establish a civilian-government consultative body within social service centers to strengthen the coordination system between the province and cities and counties.

In particular, in the field of disabilities, 14.7 billion won has been allocated for the establishment of an integrated care support system for disabled children and the enhancement of independent capabilities. The province will enhance the support system for different stages of life and expand activity support services while establishing a tailored integrated care base to address the increasing population of elderly disabled individuals.

Considering that there are over 110,000 elderly disabled individuals aged 55 and above (51,551 men and 58,926 women), the province will launch a new project for "training integrated care personnel for elderly disabled individuals." It plans to designate comprehensive support centers for disabled individuals as educational hubs to train specialized personnel and establish tailored care plans based on a diagnosis of care demand and supply.

On the other hand, the projects for expanding and restructuring the functions of disability welfare centers and supporting disabled arts activities will be discontinued. As the restructuring of welfare center functions is completed, the province will transition the projects to a stabilization phase, and the support for disabled arts activities will be reorganized into a continuous management system rather than simple budget support.

Furthermore, to address the increasing population of moderately disabled individuals and deepening complex needs, the province plans to develop policy alternatives based on lifestyle analysis and solidify a tailored care support system at the local level.

An official from the province stated, "2026 will be the final stage of the 5th term local community welfare plan, and it will be a year of actively responding to the comprehensive needs of vulnerable groups, including the elderly and moderately disabled individuals." They added, "In line with the implementation of the Care Integrated Support Act, we will complete the Jeollabuk-style integrated care safety net where no one is left behind."
