-장애인인권연대 조사 결과, 장애아 돌봄서비스 만족도 높아져

전북특별자치도가 2026년 장애아동과 가족을 위한 돌봄예산 2,516억 원을 투입하며 촘촘한 통합 돌봄망 구축에 나선다.

이는 전체 장애인복지 예산 5,268억 원의 48%에 해당하는 규모로, 전년(2,146억 원) 대비 370억 원 증액된 역대 최대 수준이다.

도는 돌봄 인프라 확충과 지원사업 확대, 발달장애인 생애주기별 맞춤 지원 강화를 통해 가족의 돌봄 부담을 실질적으로 완화하겠다는 방침이다.

정책 확대의 성과도 나타나고 있다. 사단법인 장애인인권연대 조사에 따르면 장애아 돌봄서비스 만족도는 2024년 92점에서 2025년 97.6점으로 상승했다. 현장 체감도가 높아지면서 공공 돌봄체계의 질적 개선에 대한 기대도 커지고 있다.

도는 총 219억 원을 투입해 장애아동 돌봄 인프라 54개소를 운영한다. 신규 설치되는 ‘전북장애아동지원센터’는 5억8,400만 원을 들여 조기 발견부터 상담·진단·치료 연계까지 원스톱 통합지원 기능을 수행한다.

최중증 발달장애인 주간 개별 1:1 지원시설은 9개소에서 10개소로 확대되며, 24시간 개별 1:1 운영지원 예산 31억여 원을 별도 편성해 돌봄 공백 최소화에 나선다. 이 밖에도 장애인주간이용시설 34개소, 장애인가족지원센터 3개소, 발달장애인 긴급돌봄 운영 지원 등을 통해 지역 기반 돌봄체계를 강화한다.

돌봄 지원사업에는 2,297억 원이 투입된다. 11개 사업을 통해 총 1만4,080명을 지원할 계획이다. 장애아동 양육지원사업은 95억 원 규모로 520명을 지원하며, 1인당 연간 지원시간을 1,080시간에서 1,200시간으로 확대한다.

장애인활동지원사업 역시 1,728억 원을 투입해 지원 대상을 5,986명으로 늘린다. 아울러 최중증 발달장애인 주간그룹 1:1 바우처, 가족휴식 지원, 부모교육·상담 지원 등 가족 부담 경감 정책도 병행한다.

생애주기별 맞춤 지원도 강화된다. 발달재활서비스 바우처는 108억 원을 투입해 월 지원 단가를 25만 원에서 26만 원으로 인상하고, 언어발달서비스 역시 월 지원 단가를 22만 원에서 24만 원으로 상향한다.

도 관계자는 “장애아동 돌봄은 단일 사업으로 해결할 수 없는 과제”라며 “인프라와 서비스가 유기적으로 연결되는 통합 돌봄체계를 강화해 장애아동과 가족이 지역사회에서 안정적으로 성장하고 자립할 수 있도록 지속 지원하겠다”고 밝혔다.

Jeollabuk Special Self-Governing Province is stepping up efforts to establish a comprehensive care network by allocating 251.6 billion won for care for disabled children and their families by 2026.

This accounts for 48% of the total disability welfare budget of 526.8 billion won, marking a historic high with an increase of 37 billion won compared to the previous year's budget of 214.6 billion won.

The province aims to substantially alleviate the burden of care on families through the expansion of care infrastructure, the expansion of support programs, and the strengthening of tailored support for individuals with developmental disabilities throughout their life cycles.

The results of the expanded policy are also evident. According to a survey by the Disability Rights Alliance, satisfaction with care services for disabled children increased from 92 points in 2024 to 97.6 points in 2025. As on-site satisfaction increases, expectations for qualitative improvements in the public care system are also growing.

The province operates 54 care facilities for disabled children with a total investment of 21.9 billion won. The newly established "Jeollabuk Disabled Children Support Center" performs integrated support functions from early detection to counseling, diagnosis, and treatment with an investment of 580 million won.

The number of facilities providing individual 1:1 support for severely disabled individuals has been expanded from 9 to 10, with a separate budget of 3.1 billion won allocated for 24-hour individual 1:1 operation support to minimize care gaps. In addition, the province strengthens the local care system through the operation of 34 facilities for disabled individuals, 3 family support centers for disabled individuals, and emergency care support for individuals with developmental disabilities.

A total of 229.7 billion won is allocated for care support programs, with plans to support a total of 14,080 individuals through 11 projects. The childcare support program for disabled children, with a budget of 9.5 billion won, will support 520 individuals and increase the annual support hours per person from 1,080 hours to 1,200 hours.

The Disability Activity Support Program will also increase the number of beneficiaries to 5,986 with an investment of 172.8 billion won. Additionally, policies to alleviate family burdens, such as vouchers for individual 1:1 support for severely disabled individuals, family rest support, and parent education and counseling support, will be implemented simultaneously.

Tailored support according to life cycle stages will also be strengthened. The Developmental Rehabilitation Services Voucher will increase the monthly support unit price from 250,000 won to 260,000 won with an investment of 10.8 billion won, and the Language Development Services will also raise the monthly support unit price from 220,000 won to 240,000 won.

A provincial official stated, "Care for disabled children cannot be solved through a single project," and expressed, "We will continue to provide sustained support for disabled children and their families to grow and become independent in the local community by strengthening an integrated care system where infrastructure and services are organically connected."
