전북 새만금에 9조 원 규모의 초대형 미래산업 투자가 본격화된다. 현대차그룹은 AI·재생에너지·수소·로봇을 아우르는 5개 사업에 약 9조 원을 투입해 2027년부터 순차 착공에 들어간다. 기업 측은 약 16조 원의 경제 유발 효과와 7만1,000명 규모의 직·간접 고용 창출을 기대하고 있다.

핵심은 5조8,000억 원이 투입되는 100MW급 AI 데이터센터다. 2027~2029년 구축되며 1단계로 GPU 5만 장을 도입해 피지컬AI 연구개발 인프라로 활용한다. 새만금 재생에너지를 현장 수급해 전력비를 낮추고 탄소중립 운영을 실현한다는 구상이다. 향후 500MW까지 단계적 확대도 추진된다.

1조3,000억 원 규모 재생에너지 발전 사업은 데이터센터와 수소 생산에 전력을 공급한다. 1조 원이 투입되는 200MW급 수전해 플랜트는 연 3만 톤의 그린수소를 생산해 수소모빌리티와 수소AI 시범도시에 공급, 생산과 소비를 지역 내에서 해결하는 ‘지산지소’형 구조를 구축한다.

2028~2029년 조성될 4,000억 원 규모 로봇 제조공장은 물류·배송용 로봇 연 3만 대 양산이 목표다. 협력·부품업체 동반 입주로 산업 집적 효과도 예상된다. 4,000억 원이 투입되는 수소AI 시범도시는 2035년까지 로봇 친화·수소 실증단지를 포함한 복합도시로 조성된다.

이번 협약에는 국토부·과기부·산업부·기후부·새만금청과 전북도가 참여해 인허가 간소화, 산업 클러스터 조성, 기술개발·전력공급 지원 등을 분담한다. 정부 5개 부처와 지자체, 민간기업이 단일 투자에 공동 서명한 것은 이례적 사례로 평가된다.

전북도는 데이터센터 추가 유치, ICT 기업 50개사 육성, 550MW급 그린수소 클러스터 확대 등 후속 로드맵도 가동한다. 김관영 지사는 “새만금을 미래전략산업의 국가 대표 테스트베드로 만들겠다”고 밝혔다.

A massive investment in future industries worth 9 trillion won is set to kick off in Saemangeum, Jeollabuk Province. Hyundai Motor Group will invest approximately 9 trillion won in five businesses encompassing AI, renewable energy, hydrogen, and robots, starting construction sequentially from 2027. The company expects an economic ripple effect of around 16 trillion won and the creation of 71,000 direct and indirect jobs.

The centerpiece is a 100MW AI data center with an investment of 5.8 trillion won. It will be established from 2027 to 2029, with the first phase incorporating 50,000 GPUs for physical AI research and development infrastructure. The plan involves utilizing renewable energy from Saemangeum on-site to reduce electricity costs and achieve carbon-neutral operations. There are plans for gradual expansion up to 500MW in the future.

A 1.3 trillion won renewable energy generation project will supply power to the data center and hydrogen production. The 200MW electrolysis plant, with an investment of 1 trillion won, aims to produce 30,000 tons of green hydrogen annually to supply hydrogen mobility and a hydrogen AI pilot city, establishing a "local production and consumption" structure.

The 4 trillion won robot manufacturing plant to be established in 2028-2029 targets an annual production of 30,000 logistics and delivery robots. Industrial clustering effects are also expected through cooperation with partner and component companies. The 4 trillion won hydrogen AI pilot city, with an investment of 4 trillion won, will be developed into a mixed city by 2035, including a robot-friendly and hydrogen demonstration zone.

The agreement involves the participation of the Ministry of Land, Infrastructure and Transport, the Ministry of Science and ICT, the Ministry of Trade, Industry and Energy, the Ministry of Climate, Energy, and Environment, Saemangeum Authority, and Jeollabuk Province, sharing responsibilities such as simplifying permits, creating industrial clusters, and supporting technology development and power supply. The joint signing of a single investment by five government ministries and local governments, as well as private companies, is considered an exceptional case.

Jeollabuk Province will also activate follow-up roadmaps such as attracting additional data centers, nurturing 50 ICT companies, and expanding the 550MW green hydrogen cluster. Governor Kim Gwan-young stated, "We will make Saemangeum a national representative testbed for future strategic industries."
