기후에너지환경부는 자원순환의 날(9월 6일)을 맞이하여 가정에서 보관 중인 폐휴대폰의 안전한 배출과 유가금속 등 자원의 회수‧재활용을 활성화하기 위해 수거체계를 확대하고 참여 혜택을 강화하는 ‘범국민 폐휴대폰 회수 실천운동(돌아오라, 서랍속 폐휴대폰!)’을 9월 1일부터 한 달간 추진한다.

폐휴대폰은 생산자책임재활용제도를 통해 회수‧재활용되고 있으나, 개인정보 유출 우려와 배출방법에 대한 정보 부족, 배출의 번거로움 등으로 인해 사용하지 않는 휴대폰을 가정에 장기간 보관하는 경우가 많다. 또한 종량제봉투 등에 혼입 배출될 경우 내장된 리튬이온배터리로 인해 화재 위험이 있는 만큼, 국민이 안심하고 편리하게 배출할 수 있는 수거체계 확대를 통한 폐휴대폰 수거 활성화가 필요하다.

현재 기후에너지환경부와 이순환거버넌스(한국전자제품자원순환공제조합)는 폐휴대폰 기부 프로그램인 ‘나눔폰(누리집: 나눔폰.kr)’을 통해 폐휴대폰을 수거하고 있으며, 참여자에게 기부금 영수증*과 탄소중립포인트를 제공하고 있다. 이번 실천운동 기간에는 국민 참여를 확대하기 위해 나눔폰을 통해 폐휴대폰을 기부한 국민 중 3천명을 추첨해 커피쿠폰을 추가로 지급한다.

또한 실천운동에 참여를 희망하는 행정복지센터와 학교에도 별도 수거함을 비치하여 폐휴대폰을 수거한다.

In celebration of Resource Circulation Day (September 6th), the Ministry of Climate, Energy, and Environment will be promoting a nationwide campaign called "Return, Your Unused Cell Phones in the Drawer!" from September 1st for a month to encourage the safe disposal of stored old cell phones at home and to activate the recovery and recycling of valuable metals and resources.

Although old cell phones are being recycled through the producer responsibility system, many people tend to keep unused phones at home for a long time due to concerns about data leakage, lack of information on disposal methods, and the inconvenience of disposal. Moreover, there is a risk of fire due to the lithium-ion batteries when these phones are disposed of improperly in general waste bags. Therefore, there is a need to expand the collection system to enable citizens to dispose of old cell phones safely and conveniently.

Currently, the Ministry of Climate, Energy, and Environment and the Korea Electronics Recycling Cooperative (Korea Electronics Recycling Association) are collecting old cell phones through a donation program called "Share Phone (Share House: sharephone.kr)," providing participants with donation receipts and carbon-neutral points. During this campaign period, an additional coffee coupon will be given to 3,000 lucky winners among those who donate their old cell phones through Share Phone to encourage more public participation.

Furthermore, separate collection boxes will be placed at welfare centers and schools for those who wish to participate in the campaign.
