전북특별자치도는 3일 전주교육대학교 마음연구홀에서 전북특별자치도평생교육장학진흥원, 전북연구원과 함께 ‘2026년 전북특별자치도 평생교육 정책포럼’을 개최했다.

‘경계선지능인 평생교육 지원체계 구축방안: 발견에서 자립까지’를 주제로 열린 이번 포럼은 경계선지능인의 생애주기별 학습 수요를 살펴보고 전북지역 여건에 맞는 지원 방향과 협력방안을 모색하기 위해 마련됐다.  

기조강연을 맡은 김동일 서울대학교 평생교육원장은 경계선지능인 지원을 개별 프로그램 중심에서 벗어나 발견부터 학습, 고용과 자립까지 이어지는 체계로 전환할 필요가 있다고 강조했다. 아울러 생애전환 과정에서 발생하는 지원의 단절을 줄이는 평생교육 방향을 제시했다.  

이어진 주제발표에서 박자경 전북연구원 연구위원은 전북 경계선지능인 실태조사 결과를 토대로 일상생활과 학습, 진로·취업 과정의 어려움을 설명하고 단계별 지원방안을 제안했다.

탁현정 서울시경계선지능인평생학습지원센터 팀장은 관련 프로그램 운영 사례를 소개하며 표준화된 교육과정과 전문인력, 현장에서 활용할 수 있는 교육자료와 운영모델의 필요성을 강조했다.  

변민수 한국장애인고용공단 고용개발원 선임연구위원은 직업훈련부터 일경험, 직장 적응, 고용유지까지 연계하고 개인별 특성과 직무환경을 고려한 현장지원이 필요하다고 제안했다.  

종합토론에서는 이중섭 전북연구원 선임연구위원을 좌장으로 평생교육 및 현장 전문가들이 참여해 정책의 현장 적용과 기관 간 협력방안에 대해 의견을 나눴다.

 

On the 3rd, Jeonbuk Special Self-Governing Province held the '2026 Jeonbuk Special Self-Governing Province Lifelong Education Policy Forum' at the Mind Research Hall of Jeonju National University of Education, in collaboration with the Jeonbuk Special Self-Governing Province Lifelong Education Scholarship Promotion Foundation and the Jeonbuk Research Institute.

Under the theme 'Establishing a Lifelong Education Support System for Borderline Intelligence Individuals: From Discovery to Independence,' this forum aimed to examine the learning demands of borderline intelligence individuals across their life cycles, and to explore support directions and cooperation methods tailored to the conditions of the Jeonbuk region.

Kim Dong-il, Director of the Seoul National University Lifelong Education Institute, who delivered the keynote speech, emphasized the need to transition from individual program-centered support for borderline intelligence individuals to a system that spans from discovery to learning, employment, and independence. He also presented a direction for lifelong education to reduce the discontinuity of support that occurs during life transitions.

In the subsequent presentations, Park Ja-kyung, a research fellow at the Jeonbuk Research Institute, explained the difficulties in daily life, learning, career development, and employment processes based on the results of a survey on borderline intelligence individuals in Jeonbuk, and proposed step-by-step support measures.

Tak Hyeon-jeong, Team Leader of the Seoul Borderline Intelligence Lifelong Learning Support Center, highlighted the need for standardized educational curricula, professional personnel, and educational materials and operational models that can be utilized in the field while introducing related program operation cases.

Byun Min-soo, Senior Research Fellow at the Korea Employment Development Institute of the Korea Employment for the Disabled, suggested the need for on-site support considering individual characteristics and job environments, linking vocational training to real work experiences, workplace adaptation, and employment retention.

In the comprehensive discussion chaired by Lee Joong-seop, Senior Research Fellow at the Jeonbuk Research Institute, lifelong education and field experts discussed the application of policies in practice and cooperation methods between institutions.
