교육부는 학교 디지털 성폭력 초기 대응을 위한 ‘디지털 성폭력 에스오에스(SOS) 가이드(5종)’를 발간했다고 22일 밝혔다.

‘디지털 성폭력 에스오에스(SOS) 가이드’는 딥페이크 성범죄, 불법촬영 등 디지털 성폭력의 위험으로부터 학생을 보호하고 피해 발생 시 학교 구성원이 신속·정확하게 대응할 수 있도록 지원하기 위해 마련된 것으로, 지난해 발표된 ‘딥페이크 성범죄 대응 강화 방안(관계부처 합동, 2024.11.6.)’의 후속 조치이다.

본 안내서는 학교 내에서 발생할 수 있는 디지털 성폭력 유형과 디지털 성폭력 발생 시 학교 구성원(학생·교사·학부모)의 상황별 대응방법 및 도움받을 수 있는 기관, 예방을 위한 수칙 등을 담고 있으며, 대상별로 이해를 돕기 위해 학생용(초등학생용, 중·고등학생용, 대학생용 총 3종), 교사용, 학부모(양육자)용으로 제작되었다.

본인이 피해를 입은 경우의 대응 요령뿐만아니라 친구나 제3자가 피해를 입은 상황에서의 올바른 주변인 역할도 안내하고 있으며, 가해행동을 했을 시 잘못된 행위에 책임 지는 자세와 이를 반복하지 않도록 하는 내용도 담았다. 또한 자녀 혹은 학생이 피해를 입거나 가해행동을 한 상황에서 학부모·교사의 적절한 대처 방안 및 자녀·학생과 함께하는 예방 수칙을 담았다.

교육부는 지난 3월 31일부터 본 안내서를 각 시도교육청 및 학교에 배포하였으며, 교육부(www.moe.go.kr) 누리집, 교원 전용 디지털 플랫폼 ‘잇다(ITDA) 사이트(itda.edunet.net)’ 및 학부모 온누리(www.parents.go.kr) 누리집에 탑재해 누구나 자유롭게 활용할 수 있도록 하였다.

The Ministry of Education announced on the 22nd that it has published the 'Digital Sexual Violence SOS Guide (5 types)' for early response to digital sexual violence in schools.

The 'Digital Sexual Violence SOS Guide' is designed to protect students from the dangers of digital sexual violence such as deepfake sexual crimes and illegal filming, and to support school members in responding promptly and accurately in case of incidents. It is a follow-up measure to the 'Enhancement Plan for Responding to Deepfake Sexual Crimes (jointly by related ministries, November 6, 2024)' announced last year.

This guide contains types of digital sexual violence that can occur in schools, situational response methods for school members (students, teachers, parents), institutions that can provide assistance, guidelines for prevention, and is produced for students (elementary, middle/high school, college students - a total of 3 types), teachers, and parents.

It not only provides response guidelines for those who have suffered harm but also guides on the correct roles of friends or third parties in situations where harm has been inflicted. It also includes content on taking responsibility for wrongful actions if engaged in harmful behavior and preventing repetition of such actions. Additionally, it includes appropriate coping strategies for parents and teachers in situations where their children or students have been harmed or engaged in harmful behavior, as well as preventive guidelines to be shared with children and students.

The Ministry of Education has distributed this guide to each provincial education office and school since March 31. It has been made available on the Ministry of Education website (www.moe.go.kr), the teacher-exclusive digital platform 'ITDA' site (itda.edunet.net), and the parents' online community site (www.parents.go.kr) for free public use.
