전북도는 23일 전주 화산체육관에서 ‘행복을 바라봄, 일상을 담아봄, 희망을 이어봄’을 슬로건으로 제45회 장애인의 날 기념행사를 성황리에 개최했다. 이번 행사는 (사)라엘(대표 김기종)이 주관했으며, 김관영 전북도지사를 비롯한 유관기관 관계자, 장애인 당사자와 가족 등 1,300여 명이 참석했다.

기념식에서는 장애인 인권 선언문 낭독과 함께 복지 증진 유공자 52명에 대한 표창이 이뤄졌으며, 도 장애인복지정책과 전 직원의 수어 공연이 큰 감동을 자아냈다. 식전 공연과 참가자들의 장기자랑도 관객들의 큰 호응을 얻었다.

행사장에는 장애인 인식개선 체험, 보조기기 전시·점검, 생산품 판매, 발달장애인 및 장애아 가족 지원사업 등 다양한 전시·체험 부스가 운영됐다.

전북도는 전체 인구의 7.4%에 해당하는 12만 8천여 명의 등록 장애인이 거주하고 있어, 장애인 복지의 중요성이 더욱 부각되고 있다. 이에 따라 도는 올해 장애인 복지 예산을 전년 대비 192억 원 증액한 3,349억 원으로 편성해 114개 복지사업을 중점 추진 중이다. 주요 사업에는 장애인 일자리 지원, 최중증 발달장애인 통합돌봄, 장애아동 돌보미 처우 개선 등이 포함됐다.

김기종 대표는 기념사에서 “장애인의 재능과 가능성을 인정하고 함께 성장하는 사회를 만들기 위한 노력이 필요하다”고 강조했으며, 김관영 지사는 “모두가 차별 없이 함께하는 공동체 실현을 위해 도가 앞장서겠다”고 밝혔다.

On the 23rd, Jeonbuk Province successfully held the 45th Disabled Persons' Day event at the Hwasan Sports Center in Jeonju under the slogan 'Looking for Happiness, Capturing Daily Life, Connecting Hope'. The event was organized by the organization Lael (led by Kim Ki-jong) and was attended by around 1,300 people, including officials from related organizations, Governor Kim Gwan-young of Jeonbuk Province, disabled individuals, and their families.

During the commemorative ceremony, a reading of the Declaration of Disabled Persons' Rights took place, and commendations were given to 52 individuals who contributed to welfare enhancement. The sign language performance by the provincial disability welfare policy team and all employees was deeply moving. Pre-event performances and a talent show by participants also received great applause from the audience.

Various exhibition and experience booths were set up at the event venue, including experiences for improving awareness of disabilities, exhibition and inspection of assistive devices, product sales, and support programs for families of developmentally disabled individuals and disabled children.

Jeonbuk Province has around 128,000 registered disabled individuals, accounting for 7.4% of the total population, highlighting the increasing importance of disability welfare. Therefore, the province has allocated a budget of 334.9 billion won for disability welfare this year, an increase of 19.2 billion won compared to the previous year, to focus on 114 welfare projects. Key projects include support for disabled employment, integrated care for severely disabled individuals, and improving the conditions of caregivers for disabled children.

Kim Ki-jong emphasized in his speech during the event, "Efforts are needed to recognize the talents and potential of disabled individuals and create a society where we grow together." Governor Kim Gwan-young stated, "The province will take the lead in realizing a community where everyone can come together without discrimination."
