전북의 오랜 현안인 공공의대 설립 논의가 다시금 수면 위로 떠오르면서 지역 필수의료 강화에 대한 기대가 높아지고 있다. 이는 의료취약지 해소와 공공의료 인력 확충이라는 국가적 과제와도 맞물려 주목받고 있다.

전북도는 2018년 폐교된 서남대 의대 정원을 활용해 남원에 공공의대를 설립하고, 연간 49명의 인력을 양성하는 내용을 골자로 공공의대법 제정을 추진해왔다. 그러나 20·21대 국회에서 관련 법안은 무산됐고, 22대 국회에서는 의대 정원 확대를 둘러싼 의정 갈등으로 논의가 장기간 중단됐다.

최근 들어 정치권 일각에서 공공의대법 논의가 재개될 조짐을 보이자, 전북도는 이를 계기로 법안 통과를 위한 총력전에 돌입했다. 도는 박주민 국회 보건복지위원장실과 보건복지부를 직접 찾아 공공의대법의 필요성을 건의했으며, 오는 25일에는 김종훈 경제부지사가 박민수 보건복지부 제2차관을 만나 협조를 요청할 예정이다.

노창환 전북도 보건의료과장은 “공공의대는 지역 간 의료격차 해소와 필수의료 기반 확충을 위한 구조적 해법”이라며 “서남대 정원을 활용한 본 사업은 기존 의대 정원 확대와 무관하며, 현행 법령 안에서 조속히 추진돼야 한다”고 강조했다.

The long-standing issue of establishing a public medical school in Jeonbuk has resurfaced, raising expectations for strengthening essential medical services in the region. This issue is also gaining attention as it aligns with the national task of addressing medical deserts and expanding public medical workforce.

Jeonbuk Province has been pushing for the enactment of the Public Medical School Act, utilizing the capacity of the closed Seonam University Medical School in 2018 to establish a public medical school in Namwon and train 49 personnel annually. However, related bills were scrapped in the 20th and 21st National Assemblies, and discussions were suspended for a long period in the 22nd National Assembly due to legislative conflicts over expanding medical school capacities.

With signs of resuming discussions on the Public Medical School Act in some political circles recently, Jeonbuk Province has launched a full-fledged effort for the passage of the bill. The province has directly approached the office of Park Joo-min, the chairman of the National Assembly's Health and Welfare Committee, and the Ministry of Health and Welfare to suggest the necessity of the Public Medical School Act. Furthermore, on the 25th, Vice Governor Kim Jong-hoon plans to meet with Park Min-soo, the second vice minister of the Ministry of Health and Welfare, to request cooperation.

Noh Chang-hwan, head of the Health and Medical Department of Jeonbuk Province, emphasized, "A public medical school is a structural solution for narrowing the medical gap between regions and strengthening the foundation of essential medical services," adding, "The project utilizing the Seonam University capacity should be promptly pursued within the current legal framework, unrelated to the expansion of existing medical school capacities."
