더불어민주당 이재명 대선후보가 26일 호남권 경선을 앞두고 전북 지역의 미래 비전을 담은 공약을 발표하며, “전북이 대한민국 균형발전의 핵심축으로 거듭날 수 있도록 전폭적으로 지원하겠다”고 밝혔다.

그는 24일 자신의 페이스북을 통해 전북을 위한 세부 공약을 공개하며, 금융·에너지·농업·교통·관광 등 다양한 분야에 걸친 구체적 비전을 제시했다.

■ 금융·첨단산업 육성으로 미래 성장 기반 마련
이 후보는 전주를 자산운용 특화 금융 생태계의 중심지로 육성하고, 이를 통해 전북이 제3의 금융중심지로 도약할 수 있도록 하겠다고 밝혔다. 또한, 군산 조선소의 재도약을 통해 지역 일자리를 대폭 확충하고, 새만금을 이차전지 특화단지로 조성해 첨단 전략산업의 핵심거점으로 만들겠다고 공약했다.

■ 새만금을 중심으로 한 에너지 전환도 본격화
새만금을 포함한 전북 일대를 RE100 산업단지로 조성하고, 태양광·해상풍력 프로젝트를 통해 주민참여형 에너지 사업을 확대하겠다고 밝혔다. ‘햇빛·바람 연금’ 구상을 통해 지역민의 지속가능한 소득도 보장하겠다는 방침이다. 아울러 새만금의 해수유통을 확대해 생태계를 복원하고, 조력발전소 건설 가능성도 사회적 합의를 바탕으로 검토할 계획이다.

■ 농생명과 공공의료, 전북만의 특화 전략
기후위기 시대에 대응하는 영농형 태양광, 전기 농기계 보급, 저탄소 축산 시스템 도입을 통해 전북을 친환경 농업 선도지역으로 만든다는 계획이다. 김제에는 스마트팜 혁신밸리를 거점으로 종자, 식물단백질, 스마트 농업기술 등 고부가가치 농생명 산업을 집중 육성하겠다고 약속했다. 또한, 폐교된 서남대 의대 문제를 해결하기 위해 전북에 국립 의대 설립을 추진, 공공의료 인력을 안정적으로 양성하겠다고 밝혔다.

■ 문화와 관광, 전북의 정체성을 세계로
전주의 한식 문화와 후백제 유산을 세계적 콘텐츠로 개발하고, 남원·장수·무주 등 전북 동부권을 치유관광과 친환경 농업의 중심지로 키우겠다는 계획도 제시됐다. 유기농 식품, 고랭지 특산물, 생태문화 자산 등을 연계한 지속가능한 농촌관광 모델을 통해 지역경제에 활력을 불어넣겠다는 복안이다.

■ 수도권과 영남까지 연결하는 촘촘한 교통망
전북의 교통 인프라 확충에도 방점을 뒀다. 호남고속철 2단계 조기완공, 전라선 고속철 추진, 서해선 고속화 및 군산-새만금-목포 연결, 전주-대구 고속도로와 새만금-포항 고속도로 전구간 개통, 노을대교(부안-고창) 조기 착공 등 교통망 전반을 획기적으로 개선하겠다고 밝혔다.

On the 24th, he revealed detailed pledges for Jeonbuk through his Facebook, presenting specific visions spanning various fields such as finance, energy, agriculture, transportation, and tourism.

Here are the key points related to Jeonbuk:

■ Establishing a foundation for future growth through fostering finance and advanced industries
The candidate pledged to develop Jeonju as the center of asset management specialized finance ecosystem, enabling Jeonbuk to leap into the third financial center. Additionally, he promised to greatly expand local jobs through the revival of Gunsan Shipyard and transform Saemangeum into a core hub of advanced strategic industries by specializing it as a secondary battery industrial complex.

■ Accelerating energy transition centered around Saemangeum
He plans to develop Saemangeum and the surrounding Jeonbuk area into a RE100 industrial complex, expanding community-based energy projects through solar and offshore wind projects. The policy aims to ensure sustainable income for local residents through the concept of 'sunlight and wind pensions.' Furthermore, there are plans to expand seawater circulation in Saemangeum to restore the ecosystem and to consider the construction of tidal power plants based on social consensus.

■ Specialized strategies for agriculture, public health, and Jeonbuk's uniqueness
To address the climate crisis, plans include making Jeonbuk a leading region in eco-friendly agriculture through farming-type solar power, widespread distribution of electric farming machinery, and introduction of low-carbon livestock systems. Promises were made to concentrate on fostering high-value-added agricultural and life industry sectors such as seeds, plant proteins, and smart agricultural technology centered around the Smart Farm Innovation Valley in Kimje. Additionally, to resolve the issue of the closed Seonam Medical School, efforts will be made to establish a national medical school in Jeonbuk and stably nurture public health professionals.

■ Showcasing Jeonbuk's identity to the world through culture and tourism
Plans were presented to develop Jeonju's traditional food culture and the heritage of the Later Baekje Kingdom into global contents, and to elevate the eastern region of Jeonbuk, including Namwon, Jangsu, and Muju, as centers of healing tourism and eco-friendly agriculture. A comprehensive plan to revitalize the local economy through a sustainable rural tourism model linking organic food, highland specialties, and ecological cultural assets was also mentioned.

■ Dense transportation network connecting the capital region and Yeongnam
Emphasis was placed on enhancing Jeonbuk's transportation infrastructure. It was stated that there will be a significant improvement in the overall transportation network, including the early completion of the Honam High-Speed Rail Phase 2, pushing for the Jeolla Line high-speed rail, accelerating the West Sea Line, connecting Gunsan-Saemangeum-Mokpo, opening the entire section of Jeonju-Daegu Expressway and Saemangeum-Pohang Expressway, and early construction of the Noeul Bridge (Buan-Gochang).
