-전주 중앙성당 앞에서 한국천주교 탈시설 반대 규탄 기자회견

전북장애인차별철폐연대(전북장차연)와 전북420장애인차별철폐공동투쟁단(전북420공투단)이 1일 오후 2시 전주 중앙성당 앞에서 ‘한국천주교 탈시설권리 보장 촉구 전국 동시다발 기자회견’을 개최했다.

전북장차연과 전북420공투단은 도내 장애인·인권단체들과 시민사회단체가 연대한 조직으로, 이날 기자회견을 통해 “장애인은 시설이 아닌 지역사회에서 인간다운 삶을 살아야 한다”고 외치며, 천주교가 자행한 입법폐지 운동 중단과 사과를 요구했다.

기자회견 참가자들은 지난 3월 국회를 통과한 「장애인의 지역사회 자립 및 주거전환 지원에 관한 법률」이 장애인의 기본권을 보장하는 진일보한 법임에도 불구하고, 한국천주교가 이를 왜곡하며 전국 성당에 입법폐지 협조 요청 공문을 보낸 사실을 지적했다.

이들은 “천주교는 법이 중증장애인을 배려하지 않는다는 허위 주장을 퍼뜨리며, 전국적으로 서명운동을 벌여 폐지 청원이 6만 명을 넘긴 상황”이라고 밝혔다.

이와 함께, 지난 4월 18일부터 서울 혜화동성당 종탑 위에서 고공농성 중인 전국탈시설장애인연대 박초연 대표와 활동가들의 투쟁을 언급하며, “천주교는 탈시설 운동의 진정성을 인정하기는커녕 협의 약속조차 파기했다”고 비판했다.

앞서 4월 25일 열릴 예정이던 천주교사회복지위원회와의 TFT 간담회는, 천주교 측의 일방적인 조건 제시와 대표 배제 요구로 무산된 바 있다.

이날 발표된 성명서에서 참가자들은 “한국천주교는 유엔장애인권리협약이 권고한 탈시설 정책을 외면하고, 시설 중심의 보호 논리를 내세워 장애인의 인권을 침해하고 있다”고 강도 높게 비판하며 다음과 같은 네 가지 요구사항을 발표했다.

요구 사항은 ▲장애인 탈시설 왜곡과 입법폐지 운동에 대해 즉각 사죄하고, 자립지원법을 수용할 것 ▲탈시설에 대한 그릇된 인식을 철회하고, 국제 기준에 부합하는 정책 협력에 나설 것 ▲장애인 당사자 및 단체와의 TF를 구성하고, 실질적인 탈시설 로드맵을 마련할 것 ▲유흥식 추기경은 교단 내 탈시설 반대 입장에 대한 공식 입장을 밝히고 정의를 지지할 것 등이다.

양은주 전북장차연 집행위원장은 “장애인은 사회의 ‘숨겨진 망명자’가 되어서는 안 된다”는 프란치스코 교황의 발언을 인용하며, 장애인의 자립생활권을 위해 연대와 투쟁을 지속하겠다고 밝혔다.

- Press conference condemning the opposition to the removal of facilities for the disabled in front of Jeonju Cathedral

On the afternoon of the 1st, the Jeonbuk Disability Discrimination Abolition Coalition (Jeonbuk DisCo) and the Jeonbuk 420 Disability Discrimination Abolition Joint Struggle Team (Jeonbuk 420 DisAbolition Team) held a 'National Simultaneous Press Conference Urging for the Guarantee of the Rights to Remove Facilities for the Disabled by the Korean Catholic Church' in front of Jeonju Cathedral at 2 p.m.

Jeonbuk DisCo and Jeonbuk 420 DisAbolition Team are organizations formed by disability and human rights groups in the province and civil society organizations. During the press conference, they shouted, "Disabled individuals should live a dignified life in the community, not in facilities," demanding that the Catholic Church halt the legislative abolition movement it has been carrying out and issue an apology.

Participants of the press conference pointed out that despite the passage of the "Law on Support for Independent Living and Housing Transition of the Disabled" in the National Assembly in March, which guarantees the basic rights of the disabled, the Korean Catholic Church distorted this and sent letters requesting cooperation for legislative abolition to cathedrals nationwide.

They stated, "The Catholic Church is spreading false claims that the law does not consider severely disabled individuals, and a nationwide petition for abolition has garnered over 60,000 signatures."

Additionally, they criticized the Catholic Church for not recognizing the sincerity of the removal of facilities movement, mentioning the ongoing high-altitude protest by the National Association of Facility-Removed Disabled Persons led by Park Cho-yeon on top of the bell tower of the HyeHwa-dong Cathedral in Seoul since April 18, stating that the Catholic Church not only failed to acknowledge the authenticity of the removal of facilities movement but also annulled the promised discussions.

The scheduled meeting between the Catholic Social Welfare Committee and the TFT on April 25 was canceled due to the unilateral conditions set by the Catholic Church and the demand for excluding representatives.

In the statement released that day, the participants strongly criticized, stating, "The Korean Catholic Church is neglecting the policies recommended by the UN Convention on the Rights of Persons with Disabilities for the removal of facilities, and is infringing on the rights of the disabled by advocating a protection logic centered on facilities." They announced four demands:

1. Immediately apologize for distorting the removal of facilities for the disabled and the legislative abolition movement, and accept the Independent Support Law.
2. Withdraw the misconceptions about the removal of facilities and engage in policy cooperation that meets international standards.
3. Establish a TF with disabled individuals and organizations and develop a practical roadmap for the removal of facilities.
4. The entertainment-style priests should officially declare their opposition to the removal of facilities within the church and support justice.

Yang Eun-joo, the executive director of Jeonbuk DisCo, cited Pope Francis' statement that "disabled individuals should not become society's 'hidden exiles'" and expressed that they will continue to stand in solidarity and struggle for the right of disabled individuals to live independently.
