전북환경운동연합이 4일 ‘이재명 대통령에 바란다’ 논평을 통해 오랜 시간 개발 논란과 매립 중심의 토건사업에 갇혀 있던 새만금을 이제 생태 회복과 에너지 전환을 중심으로 ‘새판짜기’에 나서야 한다고 주장했다.

전북환경운동연합은 이날 발표한 논평에서 “이제는 낡은 매립 중심의 개발 패러다임과 결별하고, 해수유통과 조력발전을 축으로 한 자연 기반의 지속가능한 새만금 모델을 구축해야 할 때”라고 강조했다.

전북환경운동연합은 “해수유통은 자연의 섭리이자, 생태 회복을 위한 역사적 필연”이라며, “매립 속도전에 의존했던 낡은 토건 사업은 이제 끝내고, 수산업 재건과 생태계 회복을 위한 조력발전 중심의 친환경적 전환이 시급하다”고 밝혔다.

조력발전은 바닷물의 흐름을 이용한 발전 방식으로, 온실가스를 배출하지 않고도 전력을 생산할 수 있어 새만금이 탄소중립 중심지로 도약하는 데 핵심이 될 수 있다는 분석이다.

논평은 “햇빛, 바람, 물이 풍부한 새만금은 원전 7기 규모에 달하는 7GW의 재생에너지 생산 잠재력을 갖춘 지역”이라며, “RE100(재생에너지 100%) 기반의 친환경 산업단지 조성에 최적지”라고 평가했다.

이는 재생에너지로만 생산 활동을 하는 글로벌 기업들의 요구에 부합할 뿐 아니라, 수도권 중심의 전력 소비 구조를 완화하고 지방의 자립적 산업 생태계 조성에도 기여할 수 있다는 것이다.

이재명 대통령은 대선 공약으로 ‘새만금 해수유통 확대 및 조력발전소 건설’을 제시하며, 기존의 토건 중심 새만금 정책과 차별화된 구상을 내놓은 바 있다.

전북환경운동연합은 이번 정권교체를 기점으로 새만금을 “대한민국 탄소중립 국가 전략 거점”으로 재설계할 기회라고 강조했다.

성명은 “기후위기는 단지 환경의 문제가 아니라 국가 생존의 문제이며, 에너지 전환은 문명 전환의 핵심 과제”라며, “새만금은 그 최전선에 서야 한다”고 밝혔다.

전북환경운동연합은 “수도권 집중과 기득권 체제의 유지가 아닌, 지역 균형발전과 에너지 분산 구조로의 전환이야말로 지속가능한 대한민국의 미래”라며, “지금이야말로 새만금 새판짜기의 골든타임”이라고 강조했다.

특히 “광장의 시민들과 함께 기득권 중심의 낡은 체제를 넘어, 녹색전환과 기후정의 실현을 위한 개혁의 길에 나서야 한다”며, “이 길을 이재명 정부가 함께 걷는다면 우리는 든든한 동반자가 될 것”이라고 덧붙였다.

The Jeonbuk Environmental Movement Union argued on the 4th, through a commentary titled 'What We Hope for President Lee Jae-myung,' that the Saemangeum area, which has long been trapped in development controversies and landfill-centered construction projects, should now embark on a 'fresh start' focusing on ecological restoration and energy transition.

In the commentary released on that day, the Jeonbuk Environmental Movement Union emphasized the need to "now depart from the outdated landfill-centered development paradigm and establish a sustainable Saemangeum model based on natural resources, with seawater circulation and tidal power generation as the pillars."

The union stated, "Seawater circulation is the law of nature and a historical necessity for ecological restoration," adding, "It is urgent to move away from the outdated construction projects that relied on landfill tactics and shift towards an eco-friendly transformation centered on tidal power generation for the reconstruction of the fisheries industry and ecological restoration."

Tidal power generation is a method of generating electricity using the flow of seawater, which can be crucial for Saemangeum to leap as a carbon-neutral hub, as it can produce electricity without emitting greenhouse gases.

The commentary evaluated Saemangeum as a region with the potential to produce 7GW of renewable energy, equivalent to the scale of seven nuclear power plants, due to its abundant sunlight, wind, and water resources, stating that it is an optimal location for establishing an eco-friendly industrial complex based on RE100 (100% renewable energy).

President Lee Jae-myung proposed 'expanding seawater circulation in Saemangeum and building tidal power plants' as a presidential campaign promise, presenting a differentiated concept from the existing landfill-centered Saemangeum policy.

The Jeonbuk Environmental Movement Union emphasized that the change in administration marks an opportunity to redesign Saemangeum as a "strategic hub for South Korea's carbon-neutral national strategy."

The statement highlighted, "The climate crisis is not just an environmental issue but a matter of national survival, and energy transition is a core task of civilization transition," adding, "Saemangeum must stand at the forefront."

The union stated, "Transitioning from the concentration of the capital region and maintaining vested interests to regional balanced development and an energy decentralized structure is the sustainable future of South Korea," emphasizing that "now is the golden time for a fresh start in Saemangeum."

In particular, they mentioned, "We must move beyond the outdated system centered on vested interests together with the citizens of the square, towards a green transition and the realization of climate justice," and added, "If the Lee Jae-myung government walks this path with us, we will be strong allies."
