전북특별자치도의회 교육위원회 윤정훈 의원(무주)이 발의한 ‘전북특별자치도교육청 학생 폭염 피해 예방 및 지원 조례안’이 지난 13일 교육위원회에서 원안가결됐다.

이번 조례안은 기후위기로 인한 폭염으로부터 학생의 건강과 안전을 보호하고, 교육현장의 대응 체계를 제도적으로 강화하기 위해 마련됐다. 주요 내용은 ▲조례 목적 및 정의 규정 ▲교육감 책무 명시 ▲폭염 예방 시행계획 수립 ▲대응체계 구축 및 예방사업 추진 등을 포함한다.

윤 의원은 “폭염은 반복되는 일상적 재난으로, 학생들의 건강권과 학습 환경을 지키기 위한 선제적 대응이 필요하다”고 강조했다. 조례안이 본회의를 통과하면 냉방시설 점검, 응급처치 물품 구비 등 실질적 대응 사업이 추진될 예정이다.

조례안은 오는 25일 제419회 정례회 본회의에서 최종 의결될 예정이다.

The 'Ordinance on Preventing and Supporting Students from Heatwave Damage in Jeonbuk Special Self-Governing Province Education Office' proposed by Yun Jung-hoon, a member of the Education Committee of the Jeonbuk Special Self-Governing Province Council (from Muju), was passed in the Education Committee on the 13th.

This ordinance was established to protect the health and safety of students from heatwaves caused by the climate crisis and to strengthen the institutional response system in educational settings. The main contents include provisions on the purpose and definition of the ordinance, specifying the duties of the Superintendent of Education, establishing a heatwave prevention implementation plan, building response systems, and promoting prevention projects.

Yun emphasized, "Heatwaves are recurring everyday disasters, and proactive responses are necessary to protect students' right to health and learning environment." If the ordinance passes the plenary session, substantive response projects such as inspection of cooling facilities and provision of emergency treatment supplies will be implemented.

The ordinance is expected to receive final approval at the 419th regular session of the council on the 25th.
