(재)전주문화재단(대표이사 최락기)이 지역 문화불균형 해소와 청소년 문화예술 활동 지원을 위해 전주지역 청소년센터들과 손을 맞잡았다.

전주문화재단은 17일 오후 3시 팔복예술공장에서 ‘문화향유 불균형 해소 및 시민주도 문화예술활동 활성화’를 위한 업무협약(MOU)을 체결했다. 협약식에는 최락기 전주문화재단 대표이사를 비롯해 안이순 덕진청소년센터장, 김관우 솔내청소년센터장, 김법안 완산청소년센터장, 조정현 인후청소년센터장, 김성철 전주청소년센터장 등 전주지역 5개 청소년센터 관계자들이 참석했다.

이번 협약은 전주시가 추진 중인 ‘대한민국 문화도시 조성사업’의 일환으로, 지역 간·계층 간 문화예술 격차를 해소하고 시민이 주도하는 문화 환경을 조성하기 위해 마련됐다.

특히 청소년을 대상으로 한 문화예술교육, 디지털 창작 활동, 전시·공연 연계 프로그램 등을 통해 지속 가능한 문화참여 생태계를 구축하는 데 초점이 맞춰졌다.

협약에 따라 각 기관은 ▲시민 주도 문화예술 활성화를 위한 공동 기획 및 실행 ▲청소년 및 지역 주민 대상 문화예술교육 프로그램 운영 ▲디지털 기반 융복합 창작활동 발굴 및 실험 ▲문화향유 기회 확대를 위한 정책·사업 협력 및 자원 공유 등에 협력하기로 했다.

전주문화재단은 이번 협약을 통해 시민주도 문화예술활동 지원 사업인 ‘만사OK’의 일환으로, 청소년들이 디지털 기술을 활용해 스스로 기획·창작·발표할 수 있는 프로그램을 확대해 나갈 계획이다.

이를 통해 단기적인 체험을 넘어, 청소년이 전주의 미래 문화를 이끌어가는 창작 주체로 성장할 수 있는 기반이 마련될 것으로 기대된다.

향후 각 청소년센터는 AI 작곡, ChatGPT 활용, 디지털 드로잉 등 디지털 기술과 전통문화를 융합한 창작 프로그램을 기획·운영하며, 그 결과물은 오는 10월 열리는 ‘2025 미래문화축제 팔복’을 통해 시민과 공유될 예정이다.

전주문화재단은 각 기관이 자율성과 책임감을 갖고 프로그램을 운영할 수 있도록 예산과 행정적 지원을 담당할 방침이다.

최락기 대표이사는 “이번 협약은 문화 격차를 해소함과 동시에 지역 청소년이 문화예술의 주체로 성장하는 전환점이 될 것”이라며 “지속가능한 시민 문화 생태계를 조성하기 위해 현장 기관과의 협력을 더욱 강화해 나가겠다”고 밝혔다.

Jeonju Cultural Foundation (Representative Director Choi Rak-gi) has joined hands with youth centers in the Jeonju area to resolve regional cultural imbalances and support youth cultural arts activities.

On the 17th, the Jeonju Cultural Foundation signed a Memorandum of Understanding (MOU) for 'Resolving Cultural Imbalances and Activating Citizen-led Cultural Arts Activities' at 3 p.m. at Palbok Arts Factory. The signing ceremony was attended by Choi Rak-gi, the representative director of the Jeonju Cultural Foundation, as well as Ahn Yi-soon, the director of Deokjin Youth Center, Kim Kwan-woo, the director of Solnae Youth Center, Kim Beob-an, the director of Wansan Youth Center, Jo Jeong-hyun, the director of Inhu Youth Center, and Kim Sung-chul, the director of Jeonju Youth Center, among other officials from the five youth centers in the Jeonju area.

This agreement is part of the 'Republic of Korea Cultural City Development Project' being pursued by Jeonju City, aimed at resolving cultural disparities between regions and social strata and creating a cultural environment led by citizens.

In particular, the focus of this agreement is on establishing a sustainable cultural participation ecosystem for youth through cultural arts education, digital creative activities, and programs linking exhibitions and performances.

According to the agreement, each institution has agreed to collaborate on activities such as ▲joint planning and execution for activating citizen-led cultural arts activities ▲operating cultural arts education programs for youth and local residents ▲exploring and experimenting with digital-based convergent creative activities ▲cooperating on policies and projects to expand cultural enjoyment opportunities and share resources.

Through this agreement, the Jeonju Cultural Foundation plans to expand programs that allow youth to plan, create, and present using digital technology as part of the 'Mansa OK' project supporting citizen-led cultural arts activities.

It is expected that this will provide a foundation for youth to grow into creative leaders shaping the future culture of Jeonju, going beyond short-term experiences.

In the future, each youth center will plan and operate creative programs that integrate digital technology and traditional culture, such as AI composition, ChatGPT utilization, and digital drawing, and the results will be shared with citizens at the '2025 Future Culture Festival Palbok' scheduled for October.

The Jeonju Cultural Foundation plans to provide budget and administrative support to enable each institution to operate programs autonomously and responsibly.

Representative Director Choi Rak-gi stated, “This agreement will be a turning point for resolving cultural disparities and enabling local youth to grow as leaders in cultural arts,” adding, “To create a sustainable citizen cultural ecosystem, we will further strengthen cooperation with on-site institutions.”
