서난이 전북특별자치도의원(전주9)이 대표 발의한 ‘전북특별자치도 산업전환에 따른 고용안정 지원 조례’가 제419회 정례회에서 원안 가결됐다.

이번 조례는 디지털 전환 등 산업 전반의 변화로 인한 고용 불안에 선제적으로 대응하기 위한 제도적 기반을 마련하는 내용을 담고 있으며, 산업전환에 따라 영향을 받는 노동자와 사업주에 대한 지원체계 구축을 골자로 한다.

주요 내용으로는 ▲5년 주기의 고용안정 지원계획 수립 및 실태조사 ▲직무전환·전직 지원을 위한 직업능력개발훈련 등의 사항이 포함됐다.

서 의원은 “이번 조례는 도민의 고용안정과 삶의 지속가능성을 위한 첫걸음”이라며 “앞으로도 실효성 있는 노동 정책을 지속적으로 발굴해 나가겠다”고 밝혔다.

The 'Ordinance on Support for Employment Stability in the Industrial Transition of Jeonbuk Special Self-Governing Province' proposed by Councilor Seo Nan of Jeonju 9 was approved as the original bill at the 419th regular session.

This ordinance contains provisions to establish a systemic foundation to proactively respond to employment insecurity caused by changes in the overall industrial landscape, such as digital transformation. It focuses on building a support system for workers and business owners affected by industrial transitions.

Key contents include the establishment of a five-year plan for supporting employment stability and conducting surveys on the current situation, as well as providing vocational skills development training for job transition and conversion.

Councilor Seo stated, "This ordinance is the first step towards ensuring employment stability and sustainability of life for the residents of the province," adding, "I will continue to actively explore effective labor policies in the future."
