전북특별자치도는 25일 국회 소통관 브리핑룸에서 제2중앙경찰학교의 남원 설립을 지지하는 여야 국회의원 공동 기자회견을 개최했다.

이 자리에는 이원택 더불어민주당 전북도당위원장과 조배숙 국민의힘 전북도당위원장을 비롯해 전북 지역 및 영호남 국회의원, 전북특별자치도지사, 남원시장 등 약 20명이 참석했다. 특히 민관기 전국경찰직장협의회 위원장과 임원진도 함께해 일선 현장 경찰관들의 남원 입지 선정 지지 입장을 전달했다.

이날 참석자들은 "남원의 제2중앙경찰학교 유치는 단순한 지역 생존의 문제를 넘어 국가균형발전을 위한 중요한 이정표가 될 것"이라고 강조했다.

전북은 그동안 국가균형발전 정책에서 소외돼 왔으며, 14개 시군 중 10개 시군이 인구감소지역으로 지정될 정도로 인구 감소가 심각한 상황이다. 남원시는 인구 8만 명(8월 기준 7만 4,867명) 선까지 무너져 제2중앙경찰학교 유치가 지방 소멸 위험의 위기 돌파 기회로 평가받는다.

제2중앙경찰학교가 남원에 들어서면 연간 5,000명의 신임 경찰이 교육을 받게 된다. 이를 통해 약 300억 원의 경제적 파급효과와 300여 명의 상주 인력 유입으로 인한 인구 증가 효과를 거둘 것으로 전망된다.

Participants included Kim Gwan-young, the Governor of North Jeolla Province, Lee Won-taek, the Chairman of the Democratic Party of Korea in North Jeolla Province, Jo Bae-sook, the Chairman of the People Power Party in North Jeolla Province, as well as lawmakers from the North Jeolla region and Yeongnam, the Governor of North Jeolla Province, and the Mayor of Namwon, among others.

The event emphasized the importance of attracting the 2nd Central Police Academy to Namwon, stating that it would serve as a crucial milestone not only for the survival of the region but also for national balanced development.

North Jeolla Province has been marginalized in national balanced development policies, with 10 out of 14 cities and counties designated as areas experiencing population decline. Namwon City's population has declined to around 80,000 people (74,867 as of August), making it a critical opportunity to overcome the risk of regional extinction by attracting the 2nd Central Police Academy.

If the 2nd Central Police Academy is established in Namwon, it is expected that around 5,000 new police officers will receive training annually. This is projected to have an economic ripple effect of around 30 billion won and an increase in population due to the influx of around 300 permanent residents.
