전북특별자치도는 25일 전북여성가족재단 별관 중회의실에서 ‘먹거리 숙의기구 제2차 전체회의’를 개최하고, 도민이 직접 발굴한 먹거리 정책 제안 16건을 먹거리 숙의기구로부터 공식 전달받았다고 밝혔다.

‘먹거리 숙의기구’는 도민이 지역 먹거리 의제를 직접 발굴하고 토론을 통해 정책 대안을 제시하는 참여형 거버넌스 기구로, 전북특별자치도 먹거리 기본조례 제17조에 따라 지난 7월 출범했다. 도민 70여 명이 직장인, 농·축산업인, 자영업자, 주부 등 다양한 계층으로 구성되어 지난 4개월간 워크숍과 회의를 통해 전북 먹거리 정책을 논의해왔다.

7월 19일 열린 1차 전체회의에서 먹거리 현황과 문제점을 공유한 데 이어, 8월과 9월 두 차례 워크숍을 통해 ‘문제 원인 분석 → 해결 방안 모색 → 정책 아이디어 구체화’의 숙의 과정을 거쳐 총 16건의 정책 제안을 마련했다.

이번 2차 전체회의에서는 ▲2차 워크숍 리뷰 ▲정책 제안 발표 및 질의응답 ▲정책 제안 의결 및 전북도 전달 ▲숙의기구 운영 평가 등이 진행됐다. 회의에는 도의회 오은미 의원, 김흥주 전북도 먹거리위원회 공동위원장(원광대 교수) 등 관계자 80여 명이 참석해 도민 제안을 격려했다.

도민들이 제안한 주요 정책은 ‘전북산 원물 기반 밀키트 개발’, ‘먹거리 취약계층을 위한 지역먹거리 보급 방식 다양화’, ‘아이들이 만족하는 학교급식 제고 방안’, ‘공공급식 영역의 지역농산물 식재료 활용 확대’, ‘못난이 농산물 판매처 확대’, ‘지역먹거리 플랫폼 운영’, ‘소비시장 다각화 신규 아이디어 사업’, ‘먹거리 건강 온도 도입’, ‘친환경 확산 다회용기 포인트제 운영’ 등 생활 밀착형 아이디어 다수가 포함되어 있다.

Jeonbuk Special Self-Governing Province announced on the 25th that they held the '2nd Full Meeting of the Food Discussion Body' at the annex conference room of the Jeonbuk Women and Family Foundation, and received officially 16 food policy proposals directly from residents that were discovered by the residents themselves.

The 'Food Discussion Body' is a participatory governance body where residents directly discover local food issues and provide policy alternatives through discussions. It was launched in July according to Article 17 of the Jeonbuk Special Self-Governing Province Food Basic Ordinance. Over the past four months, about 70 residents, including employees, agricultural and livestock industry workers, self-employed individuals, and housewives, have been discussing Jeonbuk's food policy through workshops and meetings.

Following the sharing of the current status and issues of food at the 1st Full Meeting held on July 19, through two workshops in August and September, they went through a discussion process of 'analyzing the root causes of problems → seeking solutions → concretizing policy ideas' to prepare a total of 16 policy proposals.

At this 2nd Full Meeting, activities such as ▲review of the 2nd workshop ▲presentation of policy proposals and Q&A ▲resolution and delivery of policy proposals to Jeonbuk Province ▲evaluation of the operation of the discussion body were carried out. About 80 officials, including Councilor Oh Eun-mi and Kim Heung-joo, Co-Chairman of the Jeonbuk Food Committee (Professor at Wonkwang University), attended the meeting and discussed the residents' proposals.

The major policies proposed by the residents include 'development of meal kits based on Jeonbuk-produced ingredients', 'diversification of local food distribution methods for vulnerable groups', 'improvement of school meals that satisfy children', 'expansion of the use of local agricultural products in public food service areas', 'expansion of sales outlets for misshapen agricultural products', 'operation of a local food platform', 'new ideas for diversifying consumer markets', 'introduction of food health temperature control', 'operation of a point system for eco-friendly multi-use containers', and many other lifestyle-oriented ideas.
