그동안 제도상 사각지대에 놓였던 전북 고창‧부안 방사선비상계획구역이 내년부터 안정적인 국가지원을 받게 됐다.

전북특별자치도는 행정안전부가 2026년도 보통교부세 산정 시 ‘방사선비상계획구역 재정지원’ 항목을 신설하기로 확정했다고 4일 밝혔다.

이에 따라 한빛원전 반경 30km 이내에 포함되는 고창군과 부안군이 직접적인 수혜를 받게 된다.

정부는 후쿠시마 원전사고(2011년) 이후 원전 주변지역의 안전 강화를 위해 방사선비상계획구역을 10km에서 30km로 확대했으나, 전북의 고창·부안군 지역은 원전이 소재하지 않은 지역이라는 이유로 그동안 지원에서 배제되어 왔다. 전북특별자치도는 이 같은 불합리를 해소하기 위해 2022년부터 중앙정부와 국회 등을 대상으로 지속적인 정책 건의를 이어왔다.

The previously neglected radiation emergency planning zones in Gochang and Buan in Jeollabuk-do will receive stable national support starting next year.

Jeollabuk-do announced on the 4th that the Ministry of the Interior and Safety has confirmed the establishment of a new category for "financial support for radiation emergency planning zones" in the calculation of ordinary local taxes for 2026.

As a result, Gochang-gun and Buan-gun, which fall within a 30km radius of the Hanbit Nuclear Power Plant, will directly benefit from this decision.

Since the Fukushima nuclear accident in 2011, the government expanded the radiation emergency planning zone from 10km to 30km to enhance safety in the areas surrounding nuclear power plants. However, the Gochang and Buan areas in Jeollabuk-do have been excluded from support so far because they are not located near a nuclear power plant. Jeollabuk-do has been making continuous policy suggestions to the central government and the National Assembly since 2022 to address this unfair situation.
