2026년 3월 돌봄통합지원법 전면시행을 앞두고 전북의 고령화와 농어촌 인프라 부족 현실을 반영한 ‘전북형 돌봄정책’ 구상과 추진이 필요하다는 제안이 나왔다.

전북연구원은 24일 이슈브리핑 ‘통합돌봄지원법 시행과 전북형 돌봄정책 방향과 과제’를 통해 전북은 고령인구 증가로 돌봄 수요가 높은 반면, 농어촌 지역은 보건·복지 인프라가 부족해 서비스 제공에 한계가 크다며 지역 맞춤형 돌봄체계 구축을 강조했다.

연구원은 전북형 돌봄 추진방안으로 △국가정책과 연계한 돌봄 안전망 구축 △고립 청년·1인 가구·소외 중장년 등 ‘신(新)돌봄 수요’ 지원체계 마련 △돌봄 필요도에 따른 전 도민 대상 포용적 돌봄 기반 조성 등 다층적 돌봄체계 구축을 제시했다.

구체적으로 전북형 다층 돌봄체계를 취약계층 중심의 국가주도 ‘기본돌봄’, 기존 서비스의 통합·연계를 강화한 ‘보충적 돌봄’, 지역주민의 일상적 돌봄수요에 대응하는 ‘특별돌봄’으로 세분화했다. 특히 보충적·특별돌봄 단계에서 도와 시군이 기존 돌봄서비스 총괄조정 기능을 강화하고, 전담부서 설치와 민관 돌봄협의체 운영을 내실화해야 한다고 강조했다. 국가·보충돌봄에서 누락되는 수요를 흡수할 특별돌봄 신설 필요성도 제기됐다.

장기 과제로는 돌봄 대상을 노인·장애인 중심에서 영유아, 청년, 장년, 지역주민 전반으로 확대해 보편돌봄 기반을 구축하고, 주거·식사·가사·이동·의료·긴급지원 등을 욕구에 맞춘 맞춤형 서비스로 제공할 수 있도록 전달체계를 확대·개편해야 한다고 제안했다.

이중섭 선임연구위원은 “요양·보호 중심의 단순 돌봄을 넘어 다양한 지원이 돌봄욕구에 맞게 제공되도록 전달체계를 재정비해야 한다”고 말했다.

As the full implementation of the Integrated Care Support Act approaches in March 2026, a proposal has been made that suggests the need for the development and promotion of a 'Jeonbuk-style care policy' reflecting the realities of aging population and inadequate rural infrastructure in Jeonbuk.

On the 24th, the Jeonbuk Research Institute emphasized the need for a region-specific care system, stating that Jeonbuk faces a high demand for care due to the increasing elderly population, while rural areas lack healthcare and welfare infrastructure, resulting in significant limitations in service provision.

The institute proposed the following directions for the Jeonbuk-style care policy: establishing a care safety net linked to national policies, setting up a support system for 'new care demands' such as isolated youth, single-person households, and marginalized middle-aged individuals, and creating an inclusive care system for all residents based on care needs.

Specifically, the multi-layered care system in Jeonbuk is divided into 'basic care' led by the government focusing on vulnerable groups, 'supplementary care' enhancing the integration and coordination of existing services, and 'special care' responding to the daily care needs of local residents. It was emphasized that at the supplementary and special care stages, local governments should strengthen their oversight of existing care services, establish dedicated departments, and operationalize public-private care consultation bodies. The need for the establishment of new special care services to absorb demand overlooked by national and supplementary care was also highlighted.

As a long-term task, the proposal suggested expanding the care target from the elderly and disabled to encompass infants, youth, middle-aged individuals, and all local residents to establish a universal care system. It also recommended expanding and restructuring the delivery system to provide tailored services that meet the needs of housing, meals, household chores, transportation, medical care, and emergency support.

Senior Research Fellow Lee Joong-seop stated, "Beyond the simple care centered on nursing and protection, a variety of support should be provided in accordance with care needs by reorganizing the delivery system."
