전북특별자치도는 21일 강원·제주·세종과 함께 ‘대한민국특별자치시도 행정협의회’ 명의의 공동성명을 발표하고, 광역 행정통합 논의와 함께 전북특별법 등 4개 특별자치시·도의 특별법안 조속 처리를 촉구했다.

전북·강원·제주·세종으로 구성된 행정협의회는 이번 성명이 2026년 대표 시도인 강원특별자치도의 첫 공식 활동이라고 밝혔다. 협의회는 광역 행정통합 특별법과 인센티브 정책이 특정 지역에만 편중될 수 있다는 우려를 제기하며, 광주·전남과 대전·충남 통합 법안은 속도를 내는 반면 기존 특별자치시·도의 특별법은 논의조차 지연되고 있다고 지적했다.

또한 재정지원과 공공기관 이전 중심의 통합 인센티브가 제로섬 구조로 작용해 기존 특별자치시·도에 불이익이 될 수 있다며, 국회와 정부에 공정한 자원 배분과 입법 형평성을 요구했다.

협의회는 ▲광역 행정통합 특별법 심사 시 전북·강원·제주특별법과 행정수도 특별법의 동시 처리 ▲특별자치시·도의 소외 방지 ▲5극3특 국가전략에 따른 공정한 지원을 촉구했다.

김진태 강원특별자치도지사는 “통합특별법과 기존 특별법은 동시에 처리돼야 한다”고 강조했으며, 김관영 전북특별자치도지사는 “전북특별법 개정은 국가 균형발전을 위한 필수 과제”라며 신속한 입법을 요청했다.

On the 21st, Jeollabuk Special Self-Governing Province, along with Gangwon, Jeju, and Sejong, announced a joint statement under the name of the 'Special Self-Governing City and Province Administrative Council of South Korea,' urging for the swift processing of special laws for the four special self-governing cities and provinces, including the Jeollabuk Special Law, in conjunction with discussions on metropolitan administrative integration.

The administrative council, composed of Jeollabuk, Gangwon, Jeju, and Sejong, stated that this declaration marks the first official activity of Gangwon Special Self-Governing Province, the representative province for 2026. The council expressed concerns that the metropolitan administrative integration special law and incentive policies could be biased towards specific regions. They pointed out that while bills for the integration of Gwangju-Jeonnam and Daejeon-Chungnam are progressing rapidly, discussions on the existing special laws for self-governing cities and provinces are being delayed.

Furthermore, they demanded fair distribution of resources and legislative fairness from the National Assembly and the government, stating that the integration incentives centered on financial support and relocation of public institutions could disadvantage existing special self-governing cities and provinces due to a zero-sum structure.

The council urged for ▲ simultaneous processing of Jeollabuk, Gangwon, Jeju special laws, and administrative capital special laws during the review of the metropolitan administrative integration special law ▲ prevention of exclusion of special self-governing cities and provinces ▲ fair support in accordance with the 5-3-3 national strategy.

Kim Jin-tae, the Governor of Gangwon Special Self-Governing Province, emphasized that "the integration special law and existing special laws should be processed simultaneously," while Kim Kwan-young, the Governor of Jeollabuk Special Self-Governing Province, requested swift legislation, stating that the revision of the Jeollabuk Special Law is an essential task for national balanced development.
