전주시는 장애인활동지원서비스의 투명성과 신뢰성을 높이고, 부정수급을 예방하기 위해 연중 현장 중심의 점검을 강화할 계획이라고 6일 밝혔다.

이는 장애인활동지원서비스 이용자와 제공 인력의 권익 보호 및 서비스의 품질과 만족도를 높이기 위한 것으로, 전주지역 18개 제공기관과 이용자 1989명, 활동지원사 2026명을 대상으로 추진된다.

시는 제공기관이 함께 참여하는 합동 현장 불시 점검을 통해 소급 결제가 빈번한 이용자 등 취약 분야를 집중적으로 살필 계획이다.

합동 점검은 매월 정기적으로 실시되며, 시는 현장 확인을 통해 서비스 제공 실태를 면밀하게 점검키로 했다.

또한 시는 노인일자리 사업과 연계한 시니어 설문조사단을 활용해 장애인활동지원서비스 이용자를 대상으로 만족도 조사도 실시한다.

조사는 설문조사원들이 이용자 가정을 직접 방문해 서비스 이용 과정에 대한 의견과 불편 사항을 확인하고, 서비스 운영 실태를 점검하는 방식으로 이뤄진다.

이와 함께 각 제공기관은 연중 자체 현장 모니터링을 실시하고, 공휴일·야간·가족지원 서비스 이용자에 대한 점검도 병행해 서비스 사각지대를 최소화한다.

이를 통해 시는 서비스 제공 전반에 대한 관리·점검을 한층 강화한다는 방침이다.

김선호 전주시 장애인복지과장은 “이번 모니터링은 이용자 보호와 서비스 질 관리에 중점을 둔 현장 중심 점검이 될 것”이라며 “전주시는 앞으로도 현장 확인과 점검을 통해 장애인활동지원서비스가 안정적으로 운영될 수 있도록 노력하겠다”고 말했다.

On the 6th, Jeonju City announced its plans to strengthen on-site inspections throughout the year to enhance the transparency and credibility of disability support services and prevent illegitimate benefits.

This initiative aims to protect the rights of users and service providers of disability support services, and to improve the quality and satisfaction of the services. It will target 18 service providers, 1989 users, and 2026 support staff in the Jeonju area.

The city plans to conduct joint surprise inspections involving service providers to focus intensively on vulnerable areas such as frequent retroactive payments to users.

These joint inspections will be carried out regularly every month, with the city conducting thorough checks on service provision through on-site verification.

Furthermore, the city will also conduct satisfaction surveys targeting users of disability support services using a senior survey team linked to elderly employment programs.

The survey will involve surveyors visiting users' homes to directly inquire about their opinions and any discomfort during the service process, as well as checking the operational status of the services.

Additionally, each service provider will conduct year-round on-site monitoring and simultaneously minimize service blind spots by conducting checks on public holidays, nights, and family support service users.

Through these measures, the city aims to further strengthen the management and inspection of service provision as a whole.

Kim Sun-ho, head of the Disability Welfare Division of Jeonju City, stated, "This monitoring will be an on-site inspection focused on user protection and service quality management," adding, "Jeonju City will continue to make efforts to ensure the stable operation of disability support services through on-site verification and inspection."
