장애인인권연대는 13일 전북교육청 브리핑룸에서 기자회견을 열고 전주시의 한 고등학교에서 발생한 장애학생 성폭력 사건에 대한 학교 측의 부실 조사 및 은폐 의혹을 강력히 제기하며 전면 재조사를 촉구했다.

이 단체에 따르면, 지난해 11월경 전주시 소재 한 고등학교에서 발달장애를 가진 학생이 동급생으로부터 성폭력을 당하는 사건이 발생했다. 피해 학생은 학기 초부터 지속적인 괴롭힘에 노출되어 왔으며 회피와 불안 행동 등으로 구조 신호를 보냈으나 적절한 조치가 이루어지지 않은 것으로 알려졌다.

이후 피해 학생 측은 2025년 12월 15일 학교폭력으로 이를 신고했으나, 상대 학생 측은 신고 9일 만인 12월 24일 무고를 주장하며 피해 학생을 상대로 역신고를 접수했다. 장애인인권연대 측은 이에 대해 "매우 이례적으로 신속한 대응"이라며 보복성 신고 가능성을 강하게 제기했다.

이날 기자회견에서 단체는 학교 측의 부실 조사와 은폐 의혹을 크게 세 가지로 요약해 비판했다.
▲학기 초부터 지속된 괴롭힘 사건에 대한 미조사 ▲성폭력 사건 발생 이후 피해 학생을 조롱한 학생들에 대한 조사 방치 ▲12월 24일 접수된 역신고 사실을 피해 학생 학부모에게 통보하기까지 40일(2월 2일 통보)이나 지연된 점이다.

특히 피해 학생이 의사 표현에 어려움을 겪는 자폐성 발달장애 학생이라는 점에서 제도적 보호의 한계가 고스란히 드러났다는 지적이다.

단체는 "피해 학생이 가해자의 계획적인 심리적 지배(가스라이팅)와 피해 사실이 알려질 것에 대한 극심한 두려움, 수치심으로 인해 쉽게 입을 열지 못했다"며 "자폐성 장애로 인한 표현의 한계 때문에 고통을 교사나 부모에게 알리지 못하고 홀로 감내해야 했다"고 토로했다.

이러한 상황에서 역신고가 접수될 경우 피해 장애학생을 보호할 수 있는 제도적 장치가 턱없이 부족하다는 비판도 더해졌다.

이에 따라 장애인인권연대는 천호성 교육감에게 ▲성폭력 사건의 전면 재조사 ▲학기 초 발생한 괴롭힘 사건의 철저한 조사 ▲상대 측 역신고의 보복성 여부에 대한 명확한 규명 ▲학교 측의 부실 조사 및 은폐 의혹에 대한 철저한 진상 규명 ▲진상 규명이 완료될 때까지 오는 7월 15일로 예정된 학교폭력대책심의위원회 심의 연기 ▲피해 학생에 대한 2차 가해 방지 대책 및 심리적·정서적 지원 즉시 마련 등 6가지 요구 사항을 강력히 촉구했다.

장애인인권연대 관계자는 "의사소통이 어려운 장애학생의 취약성을 악용한 성폭력 사건임에도 학교와 교육 당국의 대처는 미흡하기 짝이 없다"며 "이번 사건이 축소되거나 은폐되지 않고 올바른 해결이 이루어질 때까지 끝까지 지켜보며 연대할 것"이라고 강조했다.

On the 13th, the Disability Rights Alliance held a press conference at the briefing room of the Jeonbuk Education Office, strongly raising concerns about the inadequate investigation and alleged cover-up by the school regarding a sexual assault case involving a disabled student at a high school in Jeonju, urging for a thorough re-investigation.

According to the organization, in November last year, a developmentally disabled student at a high school in Jeonju was sexually assaulted by a fellow student. The victim had been subjected to continuous harassment since the beginning of the semester, sending distress signals through avoidance and anxious behaviors, but appropriate measures were not taken.

Subsequently, the victim reported the incident as school violence on December 15, 2025, but the accused student claimed innocence on December 24, just nine days after the report, and counter-filed against the victim. The Disability Rights Alliance strongly raised the possibility of retaliatory reporting, calling it a "highly unusual swift response."

During the press conference, the organization criticized the school's inadequate investigation and cover-up suspicions in three main points: ▲ lack of investigation into the ongoing harassment since the beginning of the semester ▲ failure to investigate students who mocked the victim after the sexual assault ▲ a 40-day delay (notification on February 2) in informing the victim's parents about the counter-report filed on December 24.

Particularly, it was pointed out that the institutional protection was severely lacking due to the victim being a student with autism spectrum disorder, facing difficulties in expressing themselves.

The organization lamented, "Due to the victim's fear of the perpetrator's planned psychological manipulation (gaslighting) and intense fear of the disclosure of the abuse, as well as shame, they did not easily speak up," adding, "Due to the limitations in expression caused by autism, they had to endure the pain alone without being able to inform teachers or parents."

In such circumstances, criticism arose that there are insufficient institutional mechanisms to protect disabled students from retaliatory reporting.

Therefore, the Disability Rights Alliance strongly demanded six actions from Superintendent Cheon Hoseong: ▲ a thorough re-investigation of the sexual assault case ▲ a comprehensive investigation into the harassment incident at the beginning of the semester ▲ clear clarification on the retaliatory nature of the counter-report ▲ thorough clarification of the school's inadequate investigation and cover-up suspicions ▲ postponement of the School Violence Prevention Committee meeting scheduled for July 15 until the investigation is completed ▲ immediate implementation of secondary prevention measures and psychological and emotional support for the victim.

A representative of the Disability Rights Alliance emphasized, "Despite being a sexual assault case that took advantage of the vulnerability of a disabled student with communication difficulties, the response from the school and education authorities is grossly inadequate," stating, "We will closely monitor and stand in solidarity until the correct resolution is achieved without the incident being minimized or covered up."
