Education Ministry's Neglect of Employment for People with Disabilities... Offering Preferences but Zero Successful Candidates, Shortfall Covered by Fines

Neglect of employment for people with disabilities by 17 institutions under the jurisdiction of the National Assembly's Education Committee has been revealed in various ways.

Three institutions set out to hire 243 people under the banner of 'preference for people with disabilities', but not a single person with a disability was hired. Seoul National University Hospital failed to meet its obligation to employ people with disabilities for the fourth consecutive year, opting to pay a shortfall of 9.3 billion won in fines. The Korea Council for University Education (hereinafter referred to as the Council) also failed to meet its mandatory employment quota for four consecutive years.

After analyzing the submission materials from public and related institutions under the jurisdiction of the Education Committee, Representative Han Byeong-do of the Democratic Party (Iksan City, Jeollabuk-do, National Assembly Education Committee) found that out of the 17 institutions with employment obligations, 8 (47%) failed to meet their mandatory employment quotas for 2025, an increase of 2 institutions from the previous year.

In 2025, the employment rate for people with disabilities was highest at the Private School Teachers' Pension Fund (7.33%), followed by the Korea Education and Research Information Service (5.20%) and the Korea Childcare and Education Promotion Institute (4.64%). The lowest rates were recorded at the Korea Education Facility Safety Agency (1.34%), the Council (1.45%), and the UNESCO National Commission of Korea (1.50%). The combined employment rate for the 17 institutions was 3.12%, falling short of the public institutions' mandatory employment rate of 3.8%.

The Korea Teachers' Credit Union, the Korea Research Institute for Vocational Education and Training, and the National Institute for Lifelong Education introduced preferences such as bonus points for hiring people with disabilities after 2022. Out of 11,642 applicants, 243 were hired, but not a single person with a disability was among them.

The Credit Union awarded bonus points equivalent to 10% of the maximum score in the document screening, but none of the 82 individuals hired were people with disabilities. At the National Institute, all 19 applications from people with disabilities were rejected.

On the other hand, in a separate competitive selection process for regular positions reserved for people with disabilities, 553 applicants competed for 29 positions (a ratio of 19.1 to 1), and 25 were hired. This indicates that hiring people with disabilities did not solely rely on bonus points.

Seoul National University Hospital (main and branch) failed to meet its mandatory employment quota for four consecutive years from 2022 to 2025. Each year, they fell short by 122 to 158 employees, resulting in a total fine of 9.37 billion won. This accounted for 92.8% of the total fines imposed on the 17 institutions over four years, amounting to 10.11 billion won.

In 2025 alone, with a shortfall of 154 employees, the fine amounted to 2.14 billion won, translating to approximately 13.95 million won per person in shortfall. The Council (162.46 million won) and the Korea Education Facility Safety Agency (121.04 million won) also paid fines over the four years.

In particular, the Council was designated as the Disability Education Support Center in January 2024, managing university support programs for students with disabilities, including tailored career and employment support programs. However, even after the center's designation in 2024 and 2025, the employment rate remained in the 1.4% range.

Representative Han Byeong-do emphasized the need for institutions supporting the expansion of educational opportunities for students with disabilities to faithfully fulfill their legal obligations for employing people with disabilities. He stressed the importance of increasing dedicated spots for people with disabilities instead of just offering preferences, and suggested that institutions facing repeated shortfalls should fulfill their obligations through job creation rather than fines, by establishing annual recruitment goals and deadlines for compliance.
