전북특별자치도는 학대와 인권침해 피해를 입은 장애인의 안전한 보호와 회복·자립을 지원하기 위해 ‘전북특별자치도 피해장애인쉼터’ 운영 수탁기관을 공개 모집한다고 14일 밝혔다.

이번 공모는 기존 위탁기간이 올해 말 종료됨에 따라 쉼터를 안정적으로 운영하고, 피해장애인의 특성을 고려한 전문적인 보호와 사회복귀 지원 서비스를 제공할 기관을 선정하기 위해 추진된다.

전북특별자치도는 현재 전주시에 남성·여성 피해장애인쉼터 각 1개소씩 총 2개소를 운영하고 있다. 쉼터는 학대 피해장애인을 가해 환경으로부터 긴급 분리해 임시 보호하는 시설로, 숙식 제공과 심리상담, 의료지원, 여가·사회참여 활동, 직업재활 훈련 등 일상 회복과 자립을 위한 서비스를 제공하고 있다.

공모 대상은 사회복지사업을 목적으로 하는 사회복지법인 또는 비영리법인으로, 관계 법령에 따른 시설·인력 기준을 충족하거나 구체적인 확보계획을 제시할 수 있어야 한다.

신청을 희망하는 법인은 관련 서류를 갖춰 오는 26일부터 30일까지 전북특별자치도 장애인복지정책과에 방문 접수하면 된다.

전북특별자치도는 외부 전문가 등이 참여하는 수탁기관선정단 심사를 통해 법인의 재정능력과 운영 전문성, 피해장애인 보호 및 회복 지원 역량, 사업수행 능력 등을 종합적으로 평가해 최종 수탁기관을 선정할 계획이다.

장은숙 전북특별자치도 장애인복지정책과장은 “피해장애인쉼터는 학대 피해장애인의 안전을 확보하고 일상 회복을 돕는 중요한 보호시설”이라며 “전문성과 운영 역량을 갖춘 기관을 공정하게 선정해 피해장애인이 안정적으로 보호받고 지역사회에 복귀할 수 있도록 지원하겠다”고 말했다..

Jeonbuk Special Self-Governing Province announced on the 14th that it will publicly recruit an operating agency for the 'Jeonbuk Special Self-Governing Province Victims with Disabilities Shelter' to support the safe protection, recovery, and independence of disabled individuals who have suffered abuse and human rights violations.

This recruitment is being pursued to select an agency that can stably operate the shelter and provide specialized protection and social reintegration support services for victims with disabilities, as the existing commission period is set to end by the end of this year.

Currently, Jeonbuk Special Self-Governing Province operates one shelter each for male and female victims with disabilities in Jeonju City, totaling two shelters. The shelter is a facility that provides temporary protection by urgently separating victims with disabilities from abusive environments, offering accommodation, psychological counseling, medical support, leisure and social participation activities, vocational rehabilitation training, and other services for daily recovery and independence.

The target for this recruitment is social welfare corporations or non-profit organizations aiming at social welfare activities, which must meet the facility and staffing standards according to relevant laws or be able to present specific securing plans.

Corporations wishing to apply should visit the Disability Welfare Policy Division of Jeonbuk Special Self-Governing Province from the 26th to the 30th of the upcoming month with the required documents.

Jeonbuk Special Self-Governing Province plans to select the final operating agency by evaluating the financial capability, operational expertise, protection and recovery support capacity for victims with disabilities, and business performance of the corporations through a review conducted by an external expert panel.

Jang Eun-sook, head of the Disability Welfare Policy Division of Jeonbuk Special Self-Governing Province, stated, "Victims with Disabilities Shelters are important protection facilities that secure the safety of victims with disabilities and assist in their daily recovery," adding, "We will fairly select agencies with expertise and operational capabilities to support victims with disabilities in receiving stable protection and returning to the local community."
