<부안 잼버리 부지>

감사원이 부안군에서 열린 ‘2023 새만금 세계스카우트잼버리’가 총체적 부실이라는 감사 결과를 발표했다.

감사원은 10일 감“추진 주체의 역량이 부족하고 행사 준비 중요성에 대한 인식이 미흡한 가운데 생활 서비스 준비 부족, 시설 설치 부실, 현장 대응 미숙, 부적합 부지 선정 등 업무 처리가 총체적으로 부실하여 잼버리 성공 개최에 실패했다”는 내용의 ‘새만금 세계스카우트잼버리 추진실태’ 특정사안 감사 결과를 발표했다.

조직위, 여가부, 전북도 등 추진 주체의 역량이 전반적으로 부족하였고 물자 준비, 시설 설치, 부지 선정 등 잼버리 준비의 중요성에 대한 인식도 미흡한 가운데 기간 중 폭염 대비 물자 등 야영에 필요한 생활 서비스를 제대로 제공하지 못했고 참가자 출입관리 등 현장 대응도 부실했다고 지적했다.

또 야영에 부적합한 장소를 잼버리 부지로 선정한 후, 배수가 잘 되지 않는 형태로 개발한 점, 조경, 위생, 통신 등 각종 시설도 부실 설치한 점, 준비 상황 사전점검 보고 체계가 제대로 작동하지 않은 점, 각종 계약 비위와 외유성 출장 등 기강 해이 사례가 발생한 점들을 짚었다.

감사원은 담당 업무를 부실한게 한 여가부부, 전북도에 주의를 요구하는 한편 위법·부당 행위자 18명(중복 3명 포함)에 대해 징계요구(5명), 인사자료 통보(7명), 수사요청(4명), 수사 참고자료 송부(2명) 등의 조치했다고 밝혔다.

On the 10th, the Board of Audit and Inspection announced the results of a specific audit on the "Saemangeum World Scout Jamboree Progress" stating that "due to the lack of capabilities of the implementing agencies, inadequate awareness of the importance of event preparation, lack of preparation for living services, inadequate facility installation, poor on-site response, and inappropriate site selection, the handling of tasks was comprehensively inadequate, leading to the failure of successfully hosting the Jamboree."

The audit pointed out that the implementing agencies such as the Organizing Committee, Ministry of Culture, Sports and Tourism, and Jeollabuk-do Province lacked overall capabilities, had inadequate awareness of the importance of Jamboree preparation such as material preparation, facility installation, and site selection. It was also noted that they failed to provide proper living services necessary for camping due to inadequate preparation for heatwave countermeasures during the period, and the on-site response including participant access management was also inadequate.

Furthermore, it was highlighted that an unsuitable location for camping was selected as the Jamboree site, and it was developed in a way that did not drain well, various facilities such as landscaping, hygiene, and communication were poorly installed, the pre-inspection reporting system for the preparation status did not function properly, and various cases of misconduct such as contract irregularities and lavish business trips occurred.

The Board of Audit and Inspection demanded attention from the Ministry of Culture, Sports and Tourism and Jeollabuk-do for their inadequate performance in their duties, while taking disciplinary actions such as disciplinary demands for 18 individuals involved in illegal or improper acts (including 3 duplicates), personnel information disclosure for 7 individuals, requests for investigation for 4 individuals, and submission of investigation reference materials for 2 individuals.
