전주시가 최근 전주천 여울로 일대 회화나무 가로수에 대해 실시한 강한 가지치기를 두고 환경단체가 반발하고 나섰다. 전북환경운동연합은 7일 “기후 위기와 도심 열섬 현상이 가중되는 상황에서, 생육기 한가운데서 이루어진 과도한 가지치기는 시민의 생태적 삶의 기반을 스스로 훼손하는 것”이라며, 행정의 전면 재검토를 촉구했다.

전주시는 이번 가지치기에 대해 태풍 등 자연재해에 대비한 조치라고 해명했다. 그러나 전북환경운동연합은 “태풍 대비가 명분이라면 사전에 수목 구조진단을 실시하고, 위험 개체에 한해 선택적으로 전정해야 했다”며 “여름철 회화나무 70그루에 일괄적으로 이뤄진 가지치기는 무분별하고 생태적으로도 역효과가 클 수 있다”고 지적했다.

실제로 여름철 강전지는 나무의 생장을 방해하고 수관 불균형, 내풍성 저하, 뿌리 건강 악화 등의 부작용을 일으킬 수 있는 것으로 알려져 있다. 전주천 여울로 일대는 수년간 안정적으로 자란 회화나무들이 도심 생태경관을 형성하며 시민에게 그늘과 시원함을 제공해온 곳이다.

환경단체는 이번 조치가 도시의 기후 회복력을 떨어뜨리는 ‘모순 행정’이라며 다음과 같은 개선책을 제안했다. ▲폭염기 가지치기 중단 및 생태 가이드라인 수립 ▲가로수 전정 계획의 사전 공개와 시민 의견 수렴 절차 제도화 ▲‘가로숲 시민 모니터링단’ 운영 등을 통해 시민 참여형 생태 관리 체계를 마련할 것을 요구했다.

한편, 가지치기와 별개로 일부 고사목이나 공백지점에 회화나무 5그루를 보식한 점에 대해서는 “지속가능한 가로숲 관리의 기초적인 조치”라며 환영 의사를 밝혔다. 그러나 “보식에 그치지 않고 토양 보호, 생물 서식지 조성 등 보다 통합적인 생태 조경 관점에서 접근해야 한다”고 덧붙였다.

Environmental organizations have recently opposed and protested strong pruning of the painted maple trees along the Yeoul area of Jeonjucheon conducted by Jeonju City. The Jeonbuk Environmental Movement Union stated on the 7th that "excessive pruning in the midst of the growing season, in a situation where climate crisis and urban heat island phenomenon are worsening, is self-destructive to the ecological foundation of citizens' lives," urging a comprehensive reassessment by the administration.

Jeonju City explained that the pruning was a measure taken in preparation for typhoons and other natural disasters. However, the Jeonbuk Environmental Movement Union pointed out that if typhoon preparedness was the reason, a prior tree structure diagnosis should have been conducted, and selective pruning should have been done only on risky individuals. They also criticized that the uniform pruning of 70 painted maple trees during the summer could be indiscriminate and have significant ecological counter-effects.

In fact, summer pruning can hinder tree growth and lead to side effects such as canopy imbalance, decreased wind resistance, and deterioration of root health. The Yeoul area of Jeonjucheon has been a place where painted maple trees have grown steadily for years, forming the urban ecological landscape and providing shade and coolness to citizens.

The environmental organizations called this measure a 'contradictory administration' that diminishes the city's climate resilience and proposed the following improvement measures: ▲halt summer pruning and establish ecological guidelines ▲publicize the tree pruning plan in advance and institutionalize citizen participation in the opinion collection process ▲establish a 'citizen monitoring group for tree-lined streets' to create a citizen-participatory ecological management system.

Separate from the pruning, the fact that five painted maple trees were planted in some old tree or vacant spots was welcomed as "a fundamental measure for sustainable tree-lined forest management." However, they added that it should not stop at planting but should approach from a more integrated ecological landscaping perspective, including soil protection and creating habitats for wildlife.
