전국장애인이동권연대 전북지부와 전북장애인차별철폐연대가 1일 성명을 내고 전라북도의 광역이동지원센터 운영규정 개정을 환영하면서도 장애인 이동권 보장을 위한 근본적 개선을 촉구했다.

전라북도는 지난 8월 22일 특별교통수단 탑승 시 보호자 동승 의무를 삭제하는 내용으로 운영규정을 개정했다. 그동안 경기·전북·전남 등 일부 광역자치단체에서는 보호자 동승을 요구해왔으나, 이번 개정을 통해 전북도 역시 전국적 기준에 맞췄다는 평가다. 단체는 “늦었지만 잘못을 바로잡은 것에 환영한다”고 밝혔다.

그러나 단체는 여전히 이동권 현실은 열악하다고 지적했다. 성명에서 “전북의 장애인들은 병원에 가기 위해 4시간씩 기다리는 경우도 허다하다. 제때 치료를 받기조차 어려운 것이 현실”이라며 “이동권은 인간이 누려야 할 기본권을 보장하기 위한 기본권 중의 기본권”이라고 강조했다.

특히 특별교통수단 대기시간 해소를 위해 운전원 2.5명 충원을 수차례 요구했지만, 전북도의 답변은 늘 “예산이 없다”는 것이었다고 비판했다. 단체는 “비장애인 시민을 위한 예산은 투자로 보면서 장애 시민의 권리를 위한 예산은 시혜로만 여기는 관점이 문제”라며 “이 같은 태도가 지역사회를 더욱 암울하게 만든다”고 목소리를 높였다.

The National Disability Rights Solidarity Jeonbuk Branch and the Jeonbuk Alliance for the Elimination of Disability Discrimination issued a statement on the 1st welcoming the revision of the operating regulations for the regional mobility support center in Jeollabuk-do while urging for fundamental improvements to ensure the rights of disabled individuals.

On August 22, Jeollabuk-do revised its operating regulations to remove the requirement for a guardian to accompany when using special transportation. While some metropolitan governments such as Gyeonggi, Jeonbuk, and Jeonnam had previously required guardian accompaniment, the evaluation is that Jeollabuk-do has now aligned with national standards through this revision. The organizations expressed their approval, stating, "Although belated, we welcome the correction of the mistake."

However, the organizations pointed out that the reality of mobility rights is still poor. In the statement, they emphasized that "Many disabled individuals in Jeollabuk-do often wait for up to four hours to go to the hospital. It is difficult even to receive timely treatment, which is the reality," and stressed that "Mobility rights are fundamental rights that must be guaranteed to enjoy basic human rights."

In particular, they criticized the fact that despite multiple requests for the recruitment of an additional 2.5 drivers to alleviate the waiting time for special transportation, Jeollabuk-do's response has always been "there is no budget." The organizations raised their voices, stating, "The perspective that views the budget for non-disabled citizens as an investment while considering the budget for the rights of disabled citizens as a mere favor is problematic," and added, "Such an attitude further darkens the local community."
