신장식 의원(조국혁신당)이 국무조정실 및 전국 17개 광역 지방자치단체가 제출한 자료를 분석한 결과에 따르면, 대통령 직속 2050 탄소중립녹색성장위원회(이하 대통령 직속 탄녹위)와 2050 지방탄소중립녹색성장위원회(이하 지방탄녹위)의 청년과 여성 대표성이 현저히 낮은 것으로 드러났다.

탄녹위 전체의 청년 위원 비율은 3.9%, 여성 위원 비율은 30.3%에 불과했다(2025년 6월 30일 기준, 위촉직 및 당연직 포함).

탄녹위는 기후위기 대응을 위한 탄소중립·녹색성장 기본법(이하 탄소중립법)에 따라 설치된 대통령 소속 위원회로 위원장 2명을 포함한 50명 이상 100명 이내의 위원으로 구성된다.

위원을 위촉할 때에는 아동, 청년, 여성, 노동자, 농어민, 중소상공인, 시민사회단체 등 다양한 사회계층으로부터 후보를 추천받거나 의견을 들은 후 각 사회계층의 대표성이 반영될 수 있도록 해야 한다.

최근 국회 법제사법위원회를 통과하여 본회의를 앞둔 탄소중립법 개정안은 ‘기후위기대응위원회’로 개편하고 장애인을 포함하여 대표성과 다양성을 강화하도록 하는 내용이 담겨있다.

The proportion of youth members in the entire Commission was only 3.9%, and the proportion of female members was 30.3% (as of June 30, 2025, including appointed and ex officio members).

The Commission, established in accordance with the Basic Law on Carbon Neutrality and Green Growth for responding to the climate crisis (hereinafter referred to as the Carbon Neutrality Law), consists of over 50 members, including two chairpersons, but not exceeding 100 members.

When appointing members, recommendations or opinions should be sought from various social groups such as children, youth, women, workers, farmers, small business owners, and civil society organizations to ensure the representation of each social group is reflected.

The recent amendment to the Carbon Neutrality Law, which has passed through the National Assembly's Legislation and Judiciary Committee and is pending in the plenary session, includes provisions to reorganize it into a 'Climate Crisis Response Commission' and enhance representation and diversity by including people with disabilities.
