전북특별자치도는 11일 2026년도 예산안을 전북도의회에 제출하고, 총 10조 9,770억 원 규모의 본예산을 편성했다고 밝혔다. 이는 전년도 대비 2,492억 원(2.3%) 증가한 수치로, 민생 안정과 미래산업 육성, 지역 정주여건 개선에 중점을 뒀다.

이번 예산은 경기 둔화와 세수 감소라는 어려운 재정 여건 속에서도 ▲소상공인·청년 지원 확대 ▲이차전지·AI 등 신산업 생태계 구축 ▲농생명 고부가가치화 ▲문화·관광 체류형 전환 ▲생활 기반 정비 ▲전주 하계올림픽 유치 기반 마련 등을 핵심 과제로 설정했다.

도는 특히 이차전지, 새만금 수소실증, 피지컬AI 산업 육성 등 미래 핵심 산업에 집중 투자하며, 고도분석센터 구축과 펀드 조성 등 전주기 지원 체계를 구축한다. 청년농 지원과 농산물 유통혁신을 포함한 농업·농촌 체계 전환도 병행한다.

생활 정책 면에서는 반값 임대주택, 다자녀 가구 차량 지원, 외국인 자녀 보육료 지원 등 인구 대응과 돌봄 공공성을 강화하고, 재난 예방 기술 도입과 보건의료 인프라 확충을 병행한다.

전주 하계올림픽 유치를 위한 기반 조성에도 나선다. 정부 승인 대응, 국제 스포츠외교 활동, 타당성 연구 등을 포함해 유치 가능성을 국제사회에 각인시킬 계획이다.

한편, 도는 재정 건전성 확보에도 집중해 지방채 발행 규모를 2,000억 원에서 500억 원으로 대폭 축소했으며, 실효성 낮은 사업 정리와 함께 체감도 높은 분야로 재원을 재배분했다. 김관영 도지사는 “이번 예산은 도민 삶의 실질적 변화를 이끄는 전환점”이라며 “성과 중심의 실행력을 높여 정책 효과를 현장에서 체감할 수 있도록 하겠다”고 강조했다.

This represents an increase of 2.492 billion won (2.3%) compared to the previous year, with a focus on improving people's livelihoods, fostering future industries, and enhancing local development conditions.

Despite challenging financial conditions due to economic slowdown and reduced tax revenue, the budget prioritizes key tasks such as expanding support for small business owners and youth, establishing ecosystems for new industries like secondary batteries and AI, adding value to agricultural products, transitioning towards a culture and tourism-based economy, improving living infrastructure, and laying the groundwork for hosting the Summer Olympics in Jeonju.

The province plans to concentrate investments on future core industries such as secondary batteries, Saemangeum hydrogen verification, and physical AI industries, while establishing a comprehensive support system for the entire lifecycle, including setting up advanced analysis centers and creating funds. It will also work on transitioning the agricultural and rural systems, including supporting young farmers and innovating agricultural product distribution.

On the social policy front, efforts will be made to strengthen public care and population support through initiatives like half-priced rental housing, support for multi-child households' vehicles, and assistance for childcare fees for foreign children. The province will also simultaneously focus on disaster prevention technology adoption and expanding healthcare infrastructure.

Efforts will be made to lay the groundwork for hosting the Summer Olympics in Jeonju, including seeking government approval, engaging in international sports diplomacy, conducting feasibility studies, and showcasing the potential to the international community.

Furthermore, the province will focus on ensuring fiscal soundness by significantly reducing the local bond issuance from 20 billion won to 5 billion won, reallocating funds to areas with high perceived impact and streamlining projects with low effectiveness. Governor Kim Gwanyoung emphasized that this budget represents a turning point leading to substantial changes in the lives of residents and pledged to enhance the execution of outcome-driven policies to ensure tangible effects are felt on the ground.
