새만금 상시 해수유통운동본부는 김민석 국무총리 겸 새만금위원회 위원장의 전북 방문을 앞두고 제9기 새만금위원회 운영과 새만금 기본계획 재수립 과정에 대한 공식 입장을 요구하는 성명서를 16일 발표했다.

운동본부는 김 총리가 오는 19일 전주에서 열리는 K-국정 설명회를 위해 전북을 방문하는 것과 관련해 “새만금 사업을 총괄하는 위원장으로서 현재 새만금에서 벌어지고 있는 파행과 혼란에 대해 책임 있는 설명을 해야 한다”고 주장했다.

이들은 전북도민 2만6천 명의 서명을 받아 새만금 기본계획 재수립 과정에 민간위원으로 참여할 수 있도록 요청했지만, 새만금개발청과 환경부, 국무총리실로부터 모두 받아들여지지 않았으며 위원장 면담 요청마저 거부당했다고 밝혔다.

특히 2025년 7월 임기가 만료된 제8기 새만금위원회에 이어 제9기 위원회 역시 “민간위원 명단조차 공개되지 않았고, 단 한 차례의 회의도 열리지 않은 개점휴업 상태”라며 강하게 비판했다. 운동본부는 위원회 구성의 전면 개편과 지역 주민 참여 보장을 지속적으로 요구해 왔으나 전혀 반영되지 않았다고 덧붙였다.

새만금 기본계획 재수립 과정에 대해서도 문제를 제기했다. 운동본부는 담수화 실패 이후 해수 유통을 기반으로 한 계획 전환이 필요함에도 불구하고, 환경단체와 어민, 지역 시민사회가 배제된 채 계획이 추진되고 있다고 지적했다. 지난해 12월 새만금개발청이 추진하려던 주민 공청회가 대통령 국정보고 과정에서 문제 제기로 취소된 이후에도, 여전히 정보 공개 없이 계획 수정이 진행되고 있다는 것이다.

이와 함께 해상풍력 송전망 건설로 인한 농민 피해 우려, 새만금 신항 개항으로 생계 위기에 놓인 무녀도 어민 문제, 기후위기에 취약한 수변도시 분양 강행, 새만금 신공항 취소 판결 이후의 강행 방침 등도 “도민의 삶을 외면한 희망 고문”이라고 비판했다.

운동본부는 성명에서 “국민이 주인인 나라를 표방한 새 정부라면 새만금위원회는 전면 개편돼야 한다”며 “시민단체와 지역 주민의 참여를 보장하고, 위원장으로서 이에 대한 명확한 입장을 밝히라”고 촉구했다. 아울러 김민석 총리에게 전북 지역 시민사회·종교·어민 단체 대표단과의 공개 면담을 다시 한 번 요청했다.

The Saemangeum Permanent Seawater Distribution Headquarters released a statement on the 16th demanding an official position on the operation of the 9th Saemangeum Committee and the re-establishment of the Saemangeum basic plan ahead of Prime Minister Kim Min-seok's visit to Jeonbuk as the Chairman of the Saemangeum Committee.

The headquarters argued that Prime Minister Kim, as the chairman overseeing the Saemangeum project, should provide a responsible explanation for the current turmoil and confusion in Saemangeum, especially in light of his upcoming visit to Jeonju on the 19th for the K-National Governance Explanation Meeting.

They stated that despite receiving signatures from 26,000 Jeonbuk residents requesting participation as private members in the process of re-establishing the Saemangeum basic plan, their requests were rejected by the Saemangeum Development Agency, the Ministry of Environment, and the Prime Minister's Office, and even their request for a meeting with the chairman was denied.

In particular, following the expiration of the term of the 8th Saemangeum Committee in July 2025, the 9th committee was also criticized for not disclosing the list of private members and for being in a state of inactivity without a single meeting being held. The headquarters added that despite their continuous demands for a complete overhaul of the committee's composition and ensuring local resident participation, none of their demands have been met.

Regarding the re-establishment of the Saemangeum basic plan, issues were raised. The headquarters pointed out that despite the need for a shift in the plan towards seawater distribution following the failure of freshwater conversion, the plan is being pursued without the involvement of environmental organizations, fishermen, and local civic communities. They highlighted that even after the cancellation of a public hearing planned by the Saemangeum Development Agency in December last year due to issues raised during the presidential national report process, the plan continues to be revised without transparency.

Furthermore, they criticized the neglect of residents' lives, such as concerns over farmer damages due to offshore wind power transmission line construction, the livelihood crisis faced by fishermen in Muneodo Island following the opening of the new Saemangeum port, the forced sale of waterfront cities vulnerable to climate change, and the continued enforcement policy after the cancellation of the new Saemangeum airport.

In the statement, the headquarters urged for a complete overhaul of the Saemangeum Committee by the new government, which claims to represent a country owned by the people. They called for ensuring the participation of civic organizations and local residents and demanded a clear stance from the chairman on this matter. Additionally, they once again requested an open meeting between Prime Minister Kim Min-seok and representatives from the local civic, religious, and fishing communities in Jeonbuk.
