남원시는 오는 2026년 1월 22일부터 기존 실물 장애인등록증과 함께 모바일 장애인등록증 발급 서비스를 전면 시행한다고 21일 밝혔다.

모바일 장애인등록증은 스마트폰에 저장해 사용하는 디지털 전자증명서로, 기존 플라스틱 카드와 동일한 법적 효력을 가진다. 휴대가 간편하며, 다양한 서비스 이용 시 실물 카드 없이도 신분 및 장애 여부를 확인할 수 있다.

발급 절차는 장애인등록증 유형에 따라 다르다. IC칩이 탑재된 신규 등록증 소지자는 ‘대한민국 모바일 신분증’ 앱 설치 후 스마트폰에 태깅해 간편하게 발급받을 수 있다. 기존 실물 등록증 소지자는 가까운 읍면동 행정복지센터를 방문해 QR코드 인증 방식으로 발급 가능하다.

또한 스마트폰 교체 또는 분실 시 모바일 등록증은 자동으로 정지되며, 재발급은 행정복지센터에서 받을 수 있다.

남원시 관계자는 “모바일 장애인등록증 도입은 장애인의 이용 편의성을 높이고, 디지털 복지 서비스를 강화하는 계기가 될 것”이라며 “시민 중심의 신속하고 편리한 행정서비스 제공에 최선을 다하겠다”고 밝혔다.

The mobile disability registration card is a digital electronic certificate stored on a smartphone, which holds the same legal effect as the traditional plastic card. It is convenient to carry and allows for verification of identity and disability status without the need for a physical card when accessing various services.

The issuance process varies depending on the type of disability registration card. Holders of the new registration card with an IC chip can easily obtain it by installing the "Republic of Korea Mobile ID" app and tagging it on their smartphones. Holders of the existing physical registration card can visit the nearest district administrative welfare center for issuance through QR code authentication.

Furthermore, in case of a smartphone replacement or loss, the mobile registration card will be automatically suspended, and reissuance can be done at the administrative welfare center.

An official from Namwon City stated, "The introduction of mobile disability registration cards will enhance the convenience for people with disabilities and serve as an opportunity to strengthen digital welfare services," adding, "We will do our best to provide citizen-centered, prompt, and convenient administrative services."
