전북특별자치도는 20일 전주 화산체육관에서 ‘당연한 일상, 모두가 누릴 수 있도록’이라는 슬로건 아래 장애인의 날 기념행사를 개최했다.

이번 행사는 전북특별자치도지체장애인협회 주관으로, 김관영 도지사를 비롯한 유관기관 관계자와 장애인 당사자 및 가족 등 1,000여 명이 참여해 장애인의 날 의미를 함께 나눴다.

식전 행사로 초대가수와 하모니카 공연이 진행됐고, 본 행사에서는 장애인 인권선언문 낭독과 장애인 복지 증진 유공자 60명에 대한 표창이 이어졌다. 오후에는 장애인 참가자들이 직접 무대에 올라 장기자랑을 펼쳐 참가자들의 호응을 받았다.

행사장에는 장애인 인식개선 체험, 보조기기 전시·점검, 장애인생산품 전시·판매, 생활체육 체험 등 다양한 복지 전시·체험 부스가 마련돼 방문객의 관심을 끌었다.

전북의 등록장애인은 12만 7,000여 명으로 도 전체 인구의 약 7.4%를 차지하고 있다. 이에 도는 올해 장애인의 삶의 질 향상과 권익 보호를 위해 총 114개 장애인 복지사업을 추진하고 있으며, 지난해보다 342억 원이 증가한 총 3,691억 원을 투입하고 있다.

특히 장애인 돌봄과 자립 지원 강화를 위해 장애인활동지원 서비스 확대, 발달장애인 주간활동서비스 확대, 장애인연금 인상 등 맞춤형 지원을 강화하고 있으며, 장애인 개인예산제 도입과 지역장애아동지원센터 운영 등을 통해 권리 기반 지원체계를 구축하고 있다.

또한 장애인 공공일자리 확대와 직업재활시설 확충, 발달장애인 평생교육 기반 마련 등을 통해 고용과 자립 기반을 강화하고 있다. 자립생활지원센터 확충과 장애인종합지원센터 운영 등 교육–훈련–고용–돌봄이 연계된 통합 지원체계 구축에도 힘쓰고 있다.

박경노 전북특별자치도지체장애인협회 회장은 “장애인은 시혜의 대상이 아닌 권리의 주체로 존중받아야 하며, 이를 위해 사회의 장벽을 함께 허물고 포용사회를 만들어 나가야 한다”고 강조했다.

김관영 전북자치도지사는 “도민 모두가 ‘당연한 일상을 함께 누릴 수 있는’ 사회를 만들어 가는 것이 가장 중요한 과제”라며 “앞으로도 장애인과 비장애인이 함께 어우러지는 포용적 공동체 조성을 위해 지속적으로 노력하겠다”고 밝혔다.

Jeollabuk Special Self-Governing Province held the Disabled Persons' Day event under the slogan "An Ordinary Daily Life, Accessible to All" at the Hwasan Sports Center in Jeonju on the 20th.

The event, organized by the Jeollabuk Special Self-Governing Province Association for the Physically Disabled, was attended by about 1,000 people, including Governor Kim Kwan-young, officials from related organizations, disabled individuals, and their families, who came together to share the significance of Disabled Persons' Day.

Prior to the ceremony, there were performances by invited singers and harmonica players, and during the main event, there were readings of the Disabled Persons' Rights Declaration and commendations for 60 disabled welfare contributors. In the afternoon, disabled participants took to the stage for a talent show, receiving applause from the audience.

The event venue featured various welfare exhibition and experience booths, including experiences to improve awareness of disabilities, exhibitions and sales of assistive devices and products made by disabled individuals, and experiences in adaptive sports, attracting the interest of visitors.

There are over 127,000 registered disabled individuals in Jeollabuk, accounting for about 7.4% of the total population of the province. To improve the quality of life and protect the rights of disabled individuals, the province is implementing a total of 114 disability welfare programs this year, investing a total of 369.1 billion won, an increase of 34.2 billion won from the previous year.

In particular, efforts are being made to enhance disabled care and support for independence, expand services for disabled activity support, expand services for developmentally disabled individuals, increase disability pensions, and strengthen tailored support through the introduction of individual budgets for disabled individuals and the operation of regional centers for supporting disabled children, aiming to establish a rights-based support system.

Furthermore, efforts are being made to expand public employment opportunities for disabled individuals, enhance vocational rehabilitation facilities, and establish a lifelong education foundation for developmentally disabled individuals to strengthen employment and independence. Efforts are also being made to establish an integrated support system that links education, training, employment, and care through the expansion of independent living support centers and the operation of comprehensive support centers for disabled individuals.

Park Gyeong-no, the chairman of the Jeollabuk Special Self-Governing Province Association for the Physically Disabled, emphasized, "Disabled individuals should be respected as subjects of rights, not objects of pity, and together, we must break down the social barriers and create an inclusive society."

Governor Kim Kwan-young stated, "The most important task is to create a society where everyone can enjoy an 'ordinary daily life' together," and expressed his commitment to continue efforts to create an inclusive community where disabled and non-disabled individuals come together.
