따박밴드에 직접 작사·작곡 노래 선물한 청년 활동가, 6·3 지방선거 출마

노동당이 2026년 6·3 지방선거 전주시의회의원 비례대표 후보로 21세 청년 임소희 씨를 5월 14일 전주완산구 선관위에 공식 등록했다. 선거구는 전주시 전 지역이며, 비례정당투표로 투표용지에 정당 명칭만 표기된다.

임소희 후보는 발달장애인으로 구성된 따박밴드에 직접 작사·작곡한 노래를 선물한 것으로 알려져 장애인 권리 현장에서 먼저 이름을 알린 청년 활동가다.

피켓 한 장에서 시작된 정치
임 후보는 "정치에 눈을 뜬 것은 거창한 이념이 아니라 한 장의 피켓에서였다"고 밝힌다. 중학생 시절 국회에서 열린 기자회견에 나선 언니를 따라 손에 피켓을 들었던 경험이 출발점이었다. 이후 윤석열 탄핵 집회 참여를 통해 집단적 행동의 힘을 직접 체감하면서, "혼자 부딪히는 것이 아니라 같은 방향을 바라보는 사람들과 조직 안에서 함께 싸워야 한다"는 결론에 이르러 노동당을 선택했다고 밝혔다.

웹툰 플랫폼 노동자이기도 한 임 후보는 AI가 제작한 웹툰이 론칭되는 현실을 직접 목격하며 AI 시대 노동권 문제를 피부로 느꼈다. "주변 친구들이 자신이 어떤 일을 할 수 있을지 걱정하는 모습을 많이 봤다"며 청년 세대의 고민을 대변하는 목소리를 내고 있다.

장애인·돌봄 노동자와 함께하는 공약
임 후보의 노동당은 '지원이 아닌 책임으로, 존엄한 삶을 지키는 공공돌봄'을 핵심 기치로 내걸고 다음과 같은 공약을 제시하고 있다.

노동당은 광역지자체부터 기초지자체까지 사회서비스원을 확대하고, 읍·면·동 단위마다 공공돌봄센터를 설립해 주민 가까이에서 돌봄 서비스를 직접 제공하는 체계를 구축해야 한다고 주장한다.

영아·아동·청소년·노인·장애인을 아우르는 통합돌봄조례를 제정 또는 개정해 생애 전 주기를 포괄하는 공공돌봄 체계를 만들고, 현재 민간에 맡겨진 가사돌봄노동서비스기관을 단계적으로 공영화해 공공돌봄센터로 통합하겠다는 계획이다. 민간위탁으로 운영 중인 사회서비스기관 역시 단계적으로 공영화해 공공돌봄 체계 안으로 흡수한다는 방침이다.

아울러 공공 유치원과 어린이집을 대폭 확대해 영유아 돌봄의 공공성을 높이고, 현재 민간기관에 고용돼 불안정한 처우를 받고 있는 돌봄노동자를 지자체가 직접 고용하는 방식으로 전환해 노동기본권과 생활임금을 보장하는 돌봄노동자 조례를 제정할 것을 공약했다.

마지막으로 지역 돌봄 서비스의 운영 방식을 지자체가 일방적으로 결정하는 구조에서 벗어나, 지자체·서비스 이용자·돌봄노동자·시민사회가 함께 참여하는 공동의사결정 체계를 형성해 돌봄의 민주적 운영을 실현하겠다고 밝혔다.

이는 현재 한국 돌봄 현실의 심각성을 배경으로 한다. 2019년 기준 어린이집 37,371개 중 공공 비중은 11.6%에 불과하고, 노인장기요양기관 24,953개 중 공공 비중은 단 1%에 그친다. 사회서비스 노동자 110만 명 중 사회서비스원 고용은 겨우 2,305명에 불과한 실태다.

또한 노동당은 보건소·보건지소와 통합돌봄센터를 읍면동·시군구 단위의 '건강돌봄센터'로 확대·발전시키고, 그 산하에 정신건강과 간병을 전담하는 기구를 설치하는 의료-돌봄 통합 연계 공약도 내걸고 있다.

"지역에서 시작하는 공동경제"
임 후보는 의정 활동의 핵심으로 전주시 AI 노동권 보호 및 지역사회경제 연계 조례 제정을 제시했다. AI 도입으로 인한 노동 감시·차별 방지 위원회 설치, 1인 노동 직접생산 및 유통을 지역협동조합 플랫폼으로 지원하는 방안을 구체적 실천 과제로 내세웠다.

전북 전주·완주의 로컬푸드 사례처럼 1인 자유직 노동자들이 참여하는 지역공동경제 모델을 전주 전역으로 확산하겠다는 구상이다. "기술은 자본의 독점물이 아니라 시민의 공동 자산이 되어야 한다"는 것이 그의 지론이다.

장애인 당사자와 연대하는 21세 후보
따박밴드에 직접 작곡한 노래를 선물했던 경험처럼, 임 후보에게 장애인 권리 문제는 구호가 아닌 실천의 영역이다. 노동당의 공약에서 명시된 장애인을 포함한 통합돌봄 체계, 돌봄노동자의 직접 고용, 민주적 지역돌봄 운영은 임 후보가 직접 조직하고 실현하겠다고 밝힌 과제들이기도 하다.

임소희 후보는 "음식, 돌봄, 교육, 상담처럼 사람의 몸과 감각, 관계와 신뢰가 결합된 노동은 쉽게 대체되지 않는다"며 "기술 변화의 시대일수록 인간 노동의 가치는 더 섬세하게 평가되어야 한다"고 강조했다.

6·3 지방선거 기초의회 비례대표 선거는 후보자 이름이 아닌 정당 이름만 투표용지에 표기되는 방식으로 진행된다. 각 정당이 획득한 득표율에 따라 비례대표 의석이 배분되며, 임소희 후보는 노동당의 비례대표 후보로 등록돼 있다."

Youth activist who personally wrote lyrics and composed songs for Ddapbak Band runs for the June 3 local elections

The Labor Party officially registered 21-year-old youth activist Lim So-hee as a proportional representative candidate for the Jeonju City Council in the June 3 local elections on May 14 at the Jeonju Wanju-gu Election Commission. The electoral district covers the entire Jeonju City area, and only the party name is listed on the ballot for proportional representation voting.

Candidate Lim So-hee is known for gifting a song she personally wrote and composed for Ddapbak Band, a band consisting of individuals with developmental disabilities, making her a young activist who first made a name for herself in the field of disability rights.

Politics that started with a single picket

Lim, the candidate, stated, "My awakening to politics was not from grand ideologies but from a single picket." Her experience of holding a picket alongside her sister at a press conference held at the National Assembly during her middle school years was the starting point. Through participating in rallies for the impeachment of Yoon Suk-yeol, she directly felt the power of collective action and concluded that "instead of facing challenges alone, one must fight together with like-minded individuals within an organization," which led her to choose the Labor Party.

Lim, who is also a webtoon platform worker, witnessed the reality of AI-produced webtoons being launched and directly felt the labor rights issues in the AI era. She speaks up for the concerns of the younger generation, stating, "I have seen many friends worrying about what kind of work they can do."

Promises with disabled and care workers

The Labor Party of candidate Lim advocates for "public care that protects a dignified life, not just support" as its core principle and presents the following promises:

The party argues that social service centers should be expanded from metropolitan to basic local governments and that public care centers should be established in every town and neighborhood to provide care services directly to residents. They propose enacting or amending an integrated care ordinance that encompasses infants, children, adolescents, the elderly, and people with disabilities to create a comprehensive public care system covering the entire life cycle. The plan also includes gradually nationalizing private care service agencies and integrating them into public care centers. They pledge to establish care worker ordinances that guarantee labor rights and living wages by transitioning care workers currently employed by private institutions to be directly employed by local governments.

Furthermore, they aim to move away from a structure where local governments unilaterally decide the operation of local care services and instead establish a participatory decision-making system involving local governments, service users, care workers, and civil society to realize democratic care operations.

These promises are based on the seriousness of the current care reality in Korea, where as of 2019, only 11.6% of the 37,371 kindergartens are public, and the public proportion of the 24,953 long-term care facilities for the elderly is a mere 1%. Out of 1.1 million social service workers, only 2,305 are employed by social service centers.

Additionally, the Labor Party plans to expand and develop health care centers and integrated care centers into "health care centers" at the town and district levels in Jeonju and Wanju, and introduce a medical-care integration system that includes mental health and caregiving.

"Community economy starting from the local level"

As the core of her legislative activities, candidate Lim proposed the enactment of an ordinance for AI labor rights protection and the integration of local community economy in Jeonju City. She put forward concrete tasks such as establishing a committee to prevent labor surveillance and discrimination due to AI introduction and supporting individual labor production and distribution through local cooperative platforms.

She aims to spread the model of local community economy where individual freelance workers participate, similar to the case of local food in Jeonju and Wanju, throughout Jeonju. Her belief is that "technology should not be the monopoly of capital but should become a common asset of citizens."

21-year-old candidate in solidarity with disabled individuals

Just as in the experience of gifting a song she composed to Ddapbak Band, for candidate Lim, disability rights issues are not just slogans but areas of practical action. The tasks she has highlighted in the Labor Party's promises, such as the integrated care system including people with disabilities, direct employment of care workers, and democratic operation of local care, are challenges she has committed to organizing and realizing.

Candidate Lim stated, "Labor involving human bodies, senses, relationships, and trust, such as food, care, education, and counseling, cannot be easily replaced," emphasizing that "in an era of technological change, the value of human labor should be more delicately evaluated."

In the June 3 local elections, the proportional representative election for basic councils is conducted by listing only the party name on the ballot, not the candidate's name. Proportional representative seats are allocated based on the vote share each party receives, and Lim So-hee is registered as the Labor Party's proportional representative candidate.
