참가 대상은 모든 발달장애인이며 접수는 8월부터 9월까지 진행된다. 본선 대회는 오는 10월 2일 오후 2시부터 4시까지 열릴 예정으로, 참가자는 자유 주제를 선정해 5분 이내 발표를 진행한다.
참가자 전원에게는 개인의 특성을 고려한 맞춤형 시상과 함께 상장 및 부상이 수여되며, 자기표현 능력 향상을 위한 교육 기회도 제공된다.
