When the number of special education students increases by 20,000, there are only 'barely 7' special schools... with 1,540 classes exceeding capacity
The number of students requiring special education, including students with disabilities, has increased by over 20,000 in the past five years. However, the establishment of special schools to accommodate them has been extremely low, leading to a deterioration of educational conditions on the ground. Due to the delay in establishing new schools, there are over 1,500 overcrowded special classes nationwide.
According to data submitted by Rep. Han Byeong-do of the Education Committee in the National Assembly (Democratic Party, representing Iksan, Jeonbuk), the total number of students requiring special education nationwide increased by 19.8% from 103,695 in 2022 to 124,195 in 2026, a rise of 25,00 individuals.
By school level, the middle school level showed the highest increase at 29.9%, followed by elementary school at 21.2%, and high school at 18.4%. Only the kindergarten level saw a decrease of 9.4%.
Despite the significant increase in the number of students, the expansion of educational infrastructure has not kept pace. The total number of special schools in the country only increased by seven from 192 in 2022 to 199 in 2026.
Especially in Gyeonggi Province, where 32% (6,568 students) of the national increase in students is concentrated, the number of special schools increased by only one from 38 to 39 during the same period. In terms of the number of students per special school, Incheon had the highest at 887, followed by Gyeongbuk (863) and Gyeonggi (813).
The speed of classroom expansion has also lagged behind the increase in students. The total number of classrooms, including those in special schools and special classes in regular schools, increased by 18.3% over five years (from 17,967 to 21,262 classrooms), falling short of the student growth rate of 19.8%.
The issue lies in the structure of the expanded classrooms. While the number of special school classrooms increased by 11.1% (581 classrooms), the number of special classes in regular schools surged by 21.3% (2,714 classrooms). As a result, most of the newly enrolled students with disabilities are being accommodated in special classes within regular schools.
This lack of infrastructure has led to the production of overcrowded classrooms, violating the strict limits set by Article 27 of the current Special Education Law for the number of students per special class (4 for kindergarten, 6 for elementary and middle schools, and 7 for high schools).
However, the number of overcrowded classrooms has not been resolved, with 1,500 classrooms exceeding the legal limit each year for the past five years. Regional disparities are also evident, with Gyeonggi Province accounting for about half (49.6%) of the overcrowded classrooms nationwide in 2026.
The overcrowding rate by school level decreased from 9.3% to 8.0% for elementary schools but increased from 8.6% to 9.5% for middle schools and from 6.4% to 7.4% for high schools. Despite a slight decrease after reaching a peak in 2024, both middle and high schools still exceed the levels of five years ago.
Amid concerns about the infringement of the learning rights of students with disabilities and the excessive workload of teachers, there is a growing demand for fundamental institutional improvements.
Rep. Han Byeong-do pointed out, "It is challenging to establish special schools due to issues such as land acquisition problems and local community conflicts," emphasizing the urgent need for structural institutional reforms starting from the planning stage at the national level and clarifying national financial support.
He further stated, "To guarantee the educational rights of students with disabilities advancing to higher-level schools, it is necessary to proactively expand special classes in middle and high schools," stressing the need for a nationally unified deployment standard to address regional disparities in the allocation of support personnel.
📝 Summary:
The number of students requiring special education, including those with disabilities, has risen significantly over the past five years. Despite this increase, the establishment of special schools to support them has been minimal, resulting in overcrowded special classes across the country.
