One out of 11 Special School Students Spends 'More than 2 Hours a Day' on the Streets
One out of eleven students with disabilities attending special schools nationwide spends more than one hour one way, totaling over two hours a day on the road to get to school. In particular, there is a serious gap in commuting conditions between rural and metropolitan areas, and it is pointed out that the expansion of commuting infrastructure is not keeping up with the increasing number of students.
According to an analysis of data submitted by the Ministry of Education by Han Byeong-do, a member of the National Assembly's Education Committee from the Democratic Party of Korea (Iksan-si, Jeollabuk-do), out of 30,917 special school students commuting nationwide in 2026, 2,859 students (9.2%) take more than one hour one way to commute. Students who take more than 30 minutes one way also accounted for nearly half of the total, with 14,726 students (47.6%).
The phenomenon of long-distance commuting is not temporary but ongoing. The number of students commuting for more than one hour one way has exceeded 2,600 for three consecutive years, reaching 2,859 in 2026 from 1,783 in 2022. Students who spend more than two hours one way, consuming over four hours a day for commuting, including five students this year, have been steadily increasing every year.
Regional disparities are also pronounced. Over the past five years (2022-2026), the proportion of students commuting more than one hour one way to rural special schools was 11.3%, twice that of metropolitan areas (5.3%).
Gyeongsangbuk-do had the highest proportion of long-distance commuters among all provinces and metropolitan cities. Gyeongsangbuk-do has recorded the highest proportion of students commuting for more than 30 minutes one way for three consecutive years starting from 2024 (66.2% in 2026), and the combined proportion of students commuting more than one hour one way in the past five years was 15.3%, the highest in the country. In particular, it was confirmed that four out of five students who commute more than two hours one way this year are from Gyeongsangbuk-do.
On the other hand, commuting support infrastructure is unable to keep up with the increasing number of commuting students. While the number of special school commuting students increased by 14.6% from 26,978 in 2022 to 30,917 in 2026, the number of commuting buses only increased by 10.4% (from 808 to 892). As a result, the number of commuting students per bus increased from 33.4 to 34.7 every year. Although the number of commuting support staff increased by 35.6% nationwide (from 868 to 1,177), it was found that in Gyeongsangbuk-do, where the long-distance commuting problem is most severe, the number has been frozen at 38 for five years.
Assemblyman Han emphasized, "Long-distance commuting is a problem directly related to the right to education and health of students with disabilities, and the burden is entirely borne by the students and their families," and stressed the need to conduct an annual survey on the commuting situation, including not only special schools but also special classes and regular classes.
He further urged, "It is urgent to establish practical tailored commuting measures such as adjusting bus routes, deploying small vehicles, providing commuting expenses, and supporting co-riders for long-distance commuting students exceeding the standard time."
📝 Summary:
One out of eleven students with disabilities attending special schools in South Korea spends over two hours a day commuting to school, with significant disparities between rural and metropolitan areas. The number of students facing long commutes has been steadily increasing, especially in regions like Gyeongsangbuk-do. However, the commuting support infrastructure has not kept pace with the rising number of students.
