전북지역공동 “서·논술형 평가, 2033년 교육을 2032년에 준비해서는 늦어”

전북지역공동 교육위원회가 서·논술형 평가를 둘러싼 단순한 찬반 논쟁에서 벗어나 수업과 평가, 피드백을 연결하는 구체적인 준비와 검증에 나서야 한다고 촉구했다.

전북지역공동은 최근 발표한 교육정책 논평에서 “현재 수능을 대규모 서·논술형 시험으로 즉시 전환하자는 것이 아니다”며 “미래 교육에 필요한 평가 방식이라면 지금부터 충분한 연구와 실험, 검증 과정을 거쳐야 한다”고 밝혔다.

국가교육위원회가 미래 대입제도를 논의하는 과정에서 수능 절대평가 전환과 서·논술형 문항 도입 가능성이 거론되자 교육계에서는 채점의 공정성과 사교육 확대, 교사의 업무 부담 등을 둘러싼 논쟁이 이어지고 있다.

전북지역공동은 논평 발표에 이어 유튜브 방송 ‘서·논술형 평가, 찬반을 넘어 어떻게 준비할 것인가’를 통해 관련 논의를 구체화했다.

방송에는 권혁선 한국중등수석교사회장·전북지역공동 교육자문위원이 출연해 객관식 중심 평가의 한계와 평가와 수업의 관계, 고교 내신 절대평가, 수능 서·논술형 문항 도입의 현실성, 채점의 공정성, 인간과 AI의 협업채점 등을 설명했다.

방송에서는 평가가 바뀌지 않은 상태에서 수업만 혁신하기는 어렵다는 점이 주요하게 다뤄졌다. 학교가 학생의 사고력과 문제해결력, 논리적 표현 능력을 길러주려면 평가 역시 정답을 맞혔는지만 확인하는 방식에서 벗어나 학생이 답에 도달한 과정과 근거를 살펴보는 방향으로 변화해야 한다는 것이다.

다만 서·논술형 평가가 단순히 답안을 길게 쓰게 하거나 교사의 채점 업무만 늘리는 방식으로 추진돼서는 안 된다는 점도 강조됐다. 질문 중심 수업과 개념 기반 학습, 첨삭과 피드백이 함께 이뤄져야 하며 공동 출제와 공동 채점, 교과별 평가자료 개발 등 교사를 지원하는 체계가 필요하다는 설명이다.

고교 내신의 절대평가 전환도 함께 논의해야 할 과제로 제시됐다. 2025학년도부터 고교 내신이 9등급제에서 5등급제로 개편됐지만 대부분의 과목에서 성취도와 석차등급을 함께 산출하고 있다.

서·논술형 평가 결과가 다시 미세한 점수 차이에 따라 학생을 줄 세우는 데 활용된다면 학생의 성취 수준을 진단하고 부족한 부분을 보완한다는 평가의 취지가 약화될 수 있다는 지적이다.

학교 평가와 수능은 구분해서 접근해야 한다는 입장도 밝혔다. 학교에서 서·논술형 평가를 시행하고 있다는 사실만으로 이를 곧바로 수능에 적용할 수 있는 것은 아니라는 것이다.

수능은 전국의 수험생이 동시에 치르고 대학 입학에 직접적인 영향을 미치는 고부담 시험인 만큼 채점자 간 일치도와 채점 기간, 이의신청과 재채점, 지역·계층별 형평성, 장애학생의 응시 환경까지 국가가 책임져야 한다.

전북지역공동은 처음부터 모든 수능 문항을 장문의 논술형으로 바꿀 필요는 없다고 밝혔다. 단문 서술형과 자료 해석형, 논증형 등 다양한 평가모형을 개발하고 국가 단위 모의평가와 실험을 통해 단계적으로 검증한 뒤 도입 여부와 비율을 결정해야 한다는 것이다.

유튜브 대담에서도 수능 서·논술형 평가의 현실성을 판단하려면 문항 유형별 채점 신뢰도와 학생 집단별 유·불리, 사교육에 미치는 영향, 채점에 필요한 시간과 비용 등을 실제 자료로 확인해야 한다는 점이 다뤄졌다. ‘가능하다’거나 ‘불가능하다’고 미리 결론 내리기보다 실증연구를 통해 판단해야 한다는 취지다.

AI 채점과 관련해서는 ‘AI 단독채점’이 아닌 ‘인간-AI 협업채점’ 체계를 연구해야 한다고 제안했다. AI가 답안을 분류하고 채점을 보조하되 최종 판단에는 인간 채점자가 참여하고, 인간과 AI 또는 인간 채점자 사이의 점수 차이가 일정 범위를 벗어나면 제3의 채점자가 다시 평가하는 방식이다.

여기에 무작위 표본 재채점과 집단별 편향 분석, 채점 이력 관리, 수험생의 이의제기 및 재심 절차까지 포함한 종합적인 검증체계가 필요하다고 강조했다.

학령인구 감소에 맞춰 상대평가 중심의 평가체제도 재검토해야 한다고 주장했다. 학생 수가 적은 농산어촌과 소규모 학교에서는 재학생 수에 따라 내신 등급의 유·불리가 달라질 수 있는 만큼 학생을 더 세분화해 줄 세우기보다 교육과정에서 요구하는 지식과 역량을 실제로 갖췄는지를 평가해야 한다는 설명이다.

전북지역공동 교육위원회는 평가혁신 방향으로 △수업·평가·피드백 연계 △고교 내신 절대평가 전환 로드맵 마련 △수능 서·논술형 평가모형 실증연구 △인간-AI 협업채점 연구 △독립적인 채점 신뢰도 검증체계 구축 △대입전형 단순화 등 대입제도 종합 개편 △학교 수업만으로 대비할 수 있는 평가 원칙 확립 등 7가지를 제안했다.

전북교육청에도 국가 차원의 대입제도 확정을 기다리지 말고 지역 실정에 맞는 준비에 나설 것을 요구했다.

구체적으로 희망 학교와 교사를 중심으로 단문 서술형과 자료 해석형, 논증형 평가를 수업에 적용하는 전북형 평가모델을 개발하고 교과별 문항과 채점 기준, 학생 답안 사례를 학교들이 공동으로 활용할 수 있도록 해야 한다고 밝혔다.

또한 공동 출제·채점과 교과 협의에 필요한 시간을 보장하고 대학과 연구기관, 현장 교사가 참여하는 인간-AI 협업채점 연구를 추진할 것을 주문했다. 농산어촌과 소규모 학교, 장애학생이 새로운 평가 방식으로 불이익을 받지 않는지 살피고 지역·계층별 사교육 증가 여부도 지속해서 조사해야 한다고 덧붙였다.

전북지역공동은 “서·논술형 평가가 미래 교육의 만능열쇠는 아니지만 여러 문제가 존재한다는 이유로 선다형 중심 평가를 계속 고수하는 것도 타당하지 않다”며 “2033년의 교육을 2032년에 준비해서는 늦는다. 전북교육청도 학교 현장과 협력해 지금부터 연구하고 실험하며 차근차근 검증해야 한다”고 밝혔다.

The Jeonbuk Regional Joint Education Committee urged for a departure from a simple pro-con debate surrounding the written and essay-type evaluations, emphasizing the need for concrete preparation and validation to connect teaching, evaluation, and feedback.

In a recent commentary on educational policies, the Jeonbuk Regional Joint Education Committee stated, "It is not about immediately transitioning the College Scholastic Ability Test (CSAT) into a large-scale written and essay-type exam," and emphasized that "if it is an evaluation method necessary for future education, it should undergo sufficient research, experimentation, and validation processes."

As the National Education Commission discusses future entrance examination systems, debates within the education sector continue regarding the fairness of grading, the expansion of private education, and the workload of teachers, especially with the possibility of transitioning the CSAT to an absolute evaluation system and introducing written and essay-type questions.

Following the commentary, the Jeonbuk Regional Joint Education Committee further elaborated on the related discussions through a YouTube broadcast titled 'Beyond Pro-Con Debate on Written and Essay-Type Evaluations: How to Prepare.'

During the broadcast, Kwon Hyuk-seon, the head of the Korean Association of Secondary School Teachers and a member of the Jeonbuk Regional Joint Education Committee, discussed the limitations of objective-centered evaluations, the relationship between evaluation and teaching, the transition to absolute evaluation in high school internal grades, the feasibility of introducing written and essay-type questions in the CSAT, fairness in grading, and collaboration between humans and AI in evaluation.

The broadcast highlighted that it is challenging to innovate teaching without changing the evaluation system. To foster students' critical thinking, problem-solving skills, and logical expression abilities, evaluations should move away from merely confirming correct answers to examining the process and reasoning behind students' responses.

It was also emphasized that the implementation of written and essay-type evaluations should not be pursued in a way that simply requires longer answers or increases the grading workload for teachers. Question-centered teaching, concept-based learning, feedback, and correction should go hand in hand, necessitating a support system for teachers through collaborative question setting, grading, and the development of subject-specific evaluation materials.

The transition to absolute evaluation in high school internal grades was also presented as a task that needs to be discussed. While high school internal grades were restructured from a 9-grade system to a 5-grade system starting from the 2025 academic year, most subjects still calculate both achievement levels and rank grades.

It was pointed out that if the results of written and essay-type evaluations are used to line up students based on minor score differences, the purpose of evaluating to diagnose students' achievement levels and address their shortcomings could be compromised.

The article also mentioned the importance of distinguishing between school evaluations and the CSAT. The fact that a school conducts written and essay-type evaluations does not directly mean that it can be immediately applied to the CSAT.

Given that the CSAT is a high-stakes exam taken simultaneously by test-takers nationwide and directly influencing university admissions, aspects such as inter-rater reliability, grading period, appeals and re-evaluation, regional and socio-economic fairness, and the testing environment for students with disabilities should be overseen by the government.

The Jeonbuk Regional Joint Education Committee stated that there is no need to change all CSAT questions to lengthy essays from the beginning. Instead, they suggested developing various evaluation models such as short written responses, data interpretation, and argumentative types, validating them gradually through national mock exams and experiments, and then deciding on their adoption and proportion.

Regarding AI grading, it was proposed to research a 'human-AI collaborative grading' system rather than 'AI-only grading.' In this system, AI categorizes answers and assists in grading, but final judgments involve human graders. If there is a significant difference in scores between humans and AI or human graders, a third grader reassesses the answers.

The committee stressed the need for a comprehensive evaluation system that includes random sample re-evaluation, group bias analysis, grading history management, student appeals and re-examination procedures.

They argued that in line with the declining school-age population, the evaluation system centered on relative evaluation should also be reconsidered. In regions with a small student population like rural areas and small schools, the advantages and disadvantages of internal grade rankings can vary based on the number of enrolled students. Therefore, the focus should be on evaluating whether students have actually acquired the knowledge and skills required in the curriculum rather than just lining them up based on their performance.

The Jeonbuk Regional Joint Education Committee proposed seven directions for evaluation innovation, including integrating teaching, evaluation, and feedback, developing a roadmap for transitioning to absolute evaluation in high school internal grades, conducting empirical research on the CSAT written and essay-type evaluation model, researching human-AI collaborative grading, establishing an independent grading reliability verification system, comprehensive revision of entrance examination systems, and establishing evaluation principles that schools can prepare for through teaching alone.

They also demanded that the Jeonbuk Provincial Office of Education not wait for the national-level confirmation of entrance examination systems but instead engage in preparations tailored to the local context.

Specifically, they suggested developing a Jeonbuk-style evaluation model that focuses on short written responses, data interpretation, and argumentative evaluations centered around desired schools and teachers. They emphasized the need to ensure sufficient time for collaborative question setting and grading, and to promote human-AI collaborative grading research involving universities, research institutions, and teachers in the field. They also added that continuous monitoring is necessary to ensure that rural areas, small schools, and students with disabilities are not disadvantaged by the new evaluation methods and to investigate the ongoing increase in regional and socio-economic disparities in private education.

The Jeonbuk Regional Joint Education Committee concluded by stating that while written and essay-type evaluations are not a panacea for the future of education, sticking to a multiple-choice-centered evaluation due to existing issues is also not valid. They emphasized that preparing for education in 2033 in 2032 is already late, and the Jeonbuk Provincial Office of Education should collaborate with schools, conduct research, experiment, and gradually validate the changes from now on.
