전북소방, 청각·언어장애인 응급신고 대응력 높인다…119상황요원 수어 교육 실시

전북특별자치도소방본부가 청각·언어장애인의 119신고에 보다 신속하고 정확하게 대응하기 위해 119종합상황실 상황요원 전체를 대상으로 수어 교육을 진행했다.

전북소방본부는 지난 27일부터 이틀간 119종합상황실 전 직원을 대상으로 응급상황 시 의사소통 역량을 강화를 위한 수어 교육을 실시했다고 28일 밝혔다.

이번 교육은 음성통화가 어려운 청각·언어장애인이 119에 신고했을 때 상황요원이 신고자의 위치와 상태, 위험요인 등을 신속하게 파악하고 초기 대응할 수 있는 역량을 키우기 위해 마련됐다.

도내 청각·언어장애인은 2025년 12월 기준 2만 3,196명이다. 2024년부터 최근까지 접수된 청각·언어장애인의 119신고는 총 15건(2024년 6건, 2025년 7건, 올해 2건)으로, 유형별로는 구급 7건, 안내 6건, 구조 1건, 기타 1건으로 집계됐다.

교육은 전북특별자치도수어통역센터지원본부 이소연 수어통역사를 강사로 초빙해 현장 실습 중심으로 진행됐다.

상황요원들은 청각·언어장애인 신고 접수에 필요한 기초 수어와 응대 요령, 3자 영상통화 활용법을 이수했다. 특히 현장 활용도가 높은 ‘다치다·아프다·호흡·의식’ 등 응급 상황 표현과 층수·인원을 나타내는 숫자 수어를 집중적으로 연습했다.

아울러 영상통화 환경에서 원활한 소통을 도모하고자 ‘청각·언어장애인 119신고접수 핵심질문 7선’을 선정해 관련 수어 표현을 함께 익혔다.

이번 교육으로 119종합상황실 상황요원 전원이 기초 수어 교육을 이수하게 됐다.

전북소방본부 관계자는 "앞으로도 의사소통에 어려움이 있는 도민이 긴급 상황에서 신속하고 정확하게 119서비스를 이용할 수 있도록 신고접수 역량을 지속적으로 강화해 나가겠다"고 밝혔다.

The Jeonbuk Fire Headquarters announced on the 28th that they had conducted sign language education for all 119 comprehensive situation room staff for two days starting from the 27th to enhance their communication skills in emergency situations.

This education was designed to enhance the ability of situation room personnel to quickly identify the location, condition, and potential risks of individuals with hearing and speech impairments who may have difficulty communicating via voice calls to 119 and to provide initial response.

As of December 2025, there are 23,196 individuals with hearing and speech impairments in the province. From 2024 to the present, a total of 15 emergency calls have been received from individuals with hearing and speech impairments (6 in 2024, 7 in 2025, and 2 this year), categorized as 7 medical emergencies, 6 guidance requests, 1 rescue operation, and 1 miscellaneous.

The education was conducted with the support of Lee So-yeon, a sign language interpreter from the Jeonbuk Special Self-Governing Province Sign Language Interpretation Center, focusing on practical training.

The situation room personnel learned basic sign language and communication techniques required for receiving emergency calls from individuals with hearing and speech impairments, as well as how to use third-party video calls. They particularly focused on practicing sign language for emergency situations such as 'injured,' 'pain,' 'breathing,' 'consciousness,' as well as numerical sign language for indicating floors and the number of people.

Furthermore, to facilitate effective communication in video call environments, they selected the '7 Essential Questions for Receiving Emergency Calls from Individuals with Hearing and Speech Impairments' and learned the relevant sign language expressions together.

As a result of this education, all 119 comprehensive situation room personnel have completed basic sign language training.

A Jeonbuk Fire Headquarters official stated, "We will continue to enhance our emergency response capabilities for receiving calls from individuals facing communication difficulties in urgent situations, so that residents can use the 119 service promptly and accurately."
