전국교직원노동조합 전북지부가 최근 다시 불거진 비공개 대화방 ‘천사랑’ 관련 사전선거운동 의혹과 선거자금 관련 육성 녹취에 대해 천호성 전북특별자치도교육감의 책임 있는 해명을 촉구했다.

전교조 전북지부는 16일 논평을 내고 “선거 당시 제기돼 수사가 진행 중인 ‘천사랑’ 관련 의혹이 내부 참여자의 폭로로 다시 불거졌고, 선거자금 마련과 당선 이후의 보상을 언급한 천 교육감의 육성 녹취까지 공개되면서 논란이 커지고 있다”고 밝혔다.

천 교육감은 지난달 공직선거법 위반 혐의와 관련해 경찰에 소환돼 조사를 받았다. 경찰은 비공개 대화방 ‘천사랑’을 통한 사전선거운동 여부 등을 조사하고 있다. 최근에는 천 교육감이 선거를 앞두고 측근과 자금 문제를 논의한 것으로 알려진 녹취가 공개되면서 경찰이 정치자금법 위반 여부에 대해서도 사실관계를 확인하고 있다.

전교조 전북지부는 “‘천사랑’의 활동이 사전선거운동에 해당하는지, 실제 부적절한 선거자금이 조성됐는지 등 의혹의 실체는 현재 진행 중인 수사에서 가려질 사안”이라면서도 “선거 과정에서 도움을 준 사람에게 당선 이후 교육청 사업을 통해 보상하겠다는 취지로 받아들여질 수 있는 발언은 교육계에 실망을 주고 있다”고 지적했다.

이어 “천 교육감은 자신이 한 발언의 의미를 분명하게 설명해야 한다”며 “선거 과정에서의 도움과 당선 이후 교육청 사업을 연결하는 취지의 발언을 왜 했는지, 그것이 무엇을 의미하는지 책임 있게 밝혀야 한다”고 요구했다.

다만 천 교육감 측은 불법 선거자금을 받은 사실이 없으며 최근 공개된 녹취가 전체 맥락과 달리 편집됐다는 취지로 반박하고 있다.

전교조 전북지부는 이번 논란을 개별 교육감의 문제에 그치지 않고 교육감 선거 제도의 구조적 문제도 함께 살펴봐야 한다고 주장했다.

전교조 전북지부는 “교육감 선거는 광역단위의 많은 유권자를 대상으로 하지만 후보자의 교육철학과 정책을 충분히 알릴 기회는 부족하다”며 “후보자가 자신을 알리기 위해 상당한 비용과 조직을 필요로 하고 인지도와 조직력에 의존하기 쉬운 구조”라고 밝혔다.

이어 “현행 교육감 선거 제도가 지닌 한계가 천 교육감에게 제기된 의혹에 대한 면죄부가 될 수는 없다”며 “위법한 행위가 있었다면 그에 따른 책임을 져야 한다”고 강조했다.

그러면서 “반복되는 문제를 그때마다 개인의 일탈로만 처리한다면 비슷한 논란은 계속될 수밖에 없다”며 교원의 정치기본권을 보장하고 교육철학과 정책을 중심으로 시민들이 교육감을 선택할 수 있도록 교육감 선거 제도의 구조적 문제를 점검하고 개선 논의를 시작해야 한다고 주장했다.

The controversy has escalated with the revelation of a recorded conversation by Superintendent Cheon mentioning the procurement of election funds and rewards after the election."

Superintendent Cheon was summoned by the police last month for alleged violations of the Public Official Election Act. The police are investigating matters such as pre-election campaigning through the private chatroom 'Cheon Sarang'. Recently, a recorded conversation has been made public, revealing discussions between Superintendent Cheon and associates regarding funding issues before the election, prompting the police to verify potential violations of political funding laws.

The Jeonbuk branch of the National Teachers Union pointed out, "The truth behind suspicions such as whether the activities of 'Cheon Sarang' constitute pre-election campaigning and whether inappropriate election funds were raised will be revealed through the ongoing investigation. However, statements that can be interpreted as intending to reward individuals who provided assistance during the election through educational office projects after being elected are disappointing the education community."

The union demanded that Superintendent Cheon clearly explain the meaning of his statements and take responsibility for why such statements connecting assistance during the election process to educational office projects after being elected were made.

However, Superintendent Cheon's side has refuted allegations of receiving illegal election funds, claiming that the recently disclosed recording was edited out of context.

The Jeonbuk branch of the National Teachers Union argued that the current controversy should not be limited to individual superintendents but should also address structural issues in the superintendent election system.

The union stated, "Superintendent elections target a large number of voters in metropolitan areas, but there is insufficient opportunity to inform voters about candidates' educational philosophies and policies." They further highlighted that the current system easily leads to candidates relying on significant costs, organization, visibility, and organizational strength to promote themselves.

They emphasized, "The limitations of the current superintendent election system cannot serve as an excuse for the suspicions raised against Superintendent Cheon. If there were unlawful acts, the responsible parties must be held accountable."

Moreover, they argued that if recurring issues are repeatedly treated as individual transgressions, similar controversies will continue to arise. They called for the examination and improvement of the structural issues in the superintendent election system to ensure the protection of teachers' political rights and enable citizens to choose superintendents based on educational philosophies and policies.
