전주시 북부권 마지막 군부대 부지 개발사업인 전주대대 이전 및 천마지구 도시개발사업이 민간사업자 내부 구조 재편 절차가 마무리되면서 사업이 본궤도에 오르게 됐다.

전주시는 지난 제434회 전주시의회 제1차 정례회에서 전주대대 이전 및 천마지구 도시개발사업의 사업 시행자를 특수목적법인(SPC) ‘천마개발’로 확정하고, 출자사를 우미건설 90%와 지역건설사인 장한종합건설 10%로 구성하는 내용을 골자로 한 ‘민자유치시행 협약변경 동의안’이 최종 의결됐다고 17일 밝혔다.

전주대대 이전 및 천마지구 도시개발사업은 기존 민간사업자의 최대 출자사인 태영건설의 워크아웃으로 인한 자금조달 불안정성으로 인해 난항을 겪어왔다. 이에 민간사업자는 지난해 11월 전체 사업 중 잔여사업인 전주대대 이전 및 천마지구 개발사업을 분리하는 사업 정상화 방안을 제출한 바 있다.

이후 지난 2월 전주시의회 동의 절차를 거쳐 사업 정상화의 물꼬를 텄으며, 이번 시의회 협약 변경 동의로 사업 정상화 절차를 마무리 했다.

천마지구 개발을 위해서는 선행 사업인 전주대대 이전사업이 먼저 추진돼야 함에 따라 시는 지난 4월 보상계획 공고를 시작으로 오는 10월부터는 이전 대상 부지에 대한 본격적인 토지 보상 절차에 돌입할 계획이다.

이와 동시에 재해영향평가 및 환경영향 평가를 올해 안에 마무리하고, 내년 상반기 쯤 공사에 착수해 약 3년간의 공사를 거쳐 오는 2030년 준공 후 국방부와 기부대양여 절차를 끝으로 이전사업을 마무리할 예정이다.

시는 또 전주대대 이전부지인 도도동 일원의 지역발전을 위해 이전지 및 주변 지역 주민과 적극적인 협의와 소통을 지속해 나가기로 했다.

이 과정에서 시는 수렴된 주민 의견을 바탕으로 지역과 상생할 방안을 마련·추진해 나갈 방침이다.

이와 함께 시는 군부대 이전이 완료될 것으로 예상되는 2030년 이전에 천마지구 개발에 대한 개발계획 변경, 실시설계 및 환지계획 수립 등 주요 행정절차를 선제적으로 마무리해 사업의 연속성이 확보한다는 계획이다.

시는 천마지구 도시개발사업이 노후화된 군 시설을 이전하고 도심 속 남아 있는 마지막 군부대를 이전하는 것인 만큼 주변 도심과 연계할 수 있는 장애 요소가 해소될 수 있을 것으로 기대하고 있다.

나아가 해당 부지와 주변 지역을 계획적으로 개발함으로써 인근 에코시티 등 주변 도심과의 녹지축과 도로망이 연결되는 쾌적한 주거공간 및 체계적인 도시 정비가 이뤄져 누구나 살고 싶은 지역으로 거듭날 수 있을 것으로 내다봤다.

김칠현 전주시 광역도시기반조성국장은 “협약 변경에 대한 시의회 의결로 천마개발(SPC)의 출자사 구성이 공식 확정되면서 사업 추진의 불확실성이 해소됐다”며 “전주대대 이전 지역 주민들과의 소통을 지속적으로 강화하는 한편, 2027년 전주대대 이전부지 착공 및 2030년 천마지구 개발사업 착공해 2033년 준공될 수 있도록 남은 행정절차들을 차질 없이 추진하겠다”고 강조했다.


The development project for the last military base site in the northern part of Jeonju City, the relocation of the Jeonju Division, and the urban development project in Cheonma District have moved onto the right track as the restructuring process of the internal structure of private operators has been finalized.

Jeonju City announced on the 17th that during the 1st regular session of the 434th Jeonju City Council, the operator of the Jeonju Division relocation and Cheonma District urban development project was confirmed to be the Special Purpose Corporation (SPC) 'Cheonma Development', with a composition of investment from Woomi Construction at 90% and local construction company Janghan Comprehensive Construction at 10%, as outlined in the 'Agreement Amendment for Private Sector Attraction Implementation'.

The Jeonju Division relocation and Cheonma District urban development project had faced difficulties due to financial instability caused by the withdrawal of the major investor, Taeyoung Construction. In response, the private operators submitted a plan to separate the remaining project, the Jeonju Division relocation and Cheonma District development project, from the overall project in November last year.

Subsequently, after going through the approval process of the Jeonju City Council in February, the agreement amendment approval by the council concluded the normalization process of the project.

For the development of the Cheonma District, it is necessary to first proceed with the preliminary project of the Jeonju Division relocation. Therefore, starting from April, the city plans to begin the official land compensation process for the target site of the relocation from October onwards.

Simultaneously, the city aims to complete the disaster impact assessment and environmental impact assessment within this year, commence construction in the first half of next year, and conclude the relocation project after completion of the construction for about three years, by 2030, following the procedures with the Ministry of National Defense and the Ministry of the Interior and Safety.

The city also decided to continue active discussions and communication with the residents of the Dodo-dong area, the site of the Jeonju Division relocation, for regional development.

Throughout this process, the city plans to establish and implement mutually beneficial measures based on the gathered opinions of the residents to promote harmony in the region.

Furthermore, the city plans to proactively complete key administrative procedures such as development plan changes, detailed design, and land readjustment plans for the Cheonma District development before the expected completion of the military base relocation in 2030, ensuring the continuity of the project.

The city anticipates that by relocating the outdated military facilities and the last remaining military base in the city center through the Cheonma District urban development project, obstacles that hinder integration with the surrounding urban areas will be resolved.

Moreover, by systematically developing the site and the surrounding areas, it is expected that a pleasant residential space with green belts and road networks connecting to nearby eco-cities and urban areas will be created, transforming the area into a desirable place to live for everyone.

Kim Chil-hyun, Director of the Urban City Infrastructure Development Department of Jeonju City, stated, "With the council's approval of the agreement amendment, the uncertainty in the project implementation has been resolved with the official confirmation of the investment composition of Cheonma Development (SPC)." He emphasized, "We will continue to strengthen communication with the residents of the Jeonju Division relocation area, and smoothly proceed with the remaining administrative procedures to ensure the groundbreaking of the Jeonju Division relocation site in 2027 and the Cheonma District development project in 2030, aiming for completion in 2033."
