North Jeolla Special Self-Governing Province is actively expanding the marine leisure tourism industry ecosystem by focusing on the development of the Saemangeum New Port cruise tourism, Buan Gungang Marina Port, and Gochang Marine Healing Center. Departing from the previous policy of developing one-time facilities or focusing on simple experiential programs, the province aims to shift towards an "industry-centered" paradigm that combines residence and consumption, positioning it as a new driving force for the regional economy.
On the 14th, North Jeolla Province announced a marine leisure tourism activation strategy based on these principles. The province outlined key tasks such as ▲ fostering core industries like Saemangeum Cruise, Buan Marina, and Gochang Marine Healing ▲ establishing integrated marine tourism hubs in Gochang and Kimje ▲ activating year-round marine sports and beaches. The policy aims to significantly increase private investment and local business participation to ensure that tourism consumption translates into substantial job creation.
As the recent trend in tourism shifts from simple sightseeing to encompassing relaxation and gastronomy, marine leisure tourism is gaining attention as a high-value-added industry. Despite having excellent marine resources, North Jeolla has been criticized for its weak consumption and industrial base in the marine tourism sector. In fact, as of 2024, marine tourism consumption in North Jeolla stood at 836.8 billion KRW, accounting for only 2.1% of the national total. In response, the province has embarked on a policy shift to maximize local consumption efficiency by integrating individual hubs and related industries.
Firstly, Saemangeum New Port, designated as a new port of call in December 2025, will be developed as an international cruise tourism hub. From 2027 to 2028, 8 billion KRW will be invested to establish immigration facilities, with the goal of achieving formal port calls in the latter half of 2028. The province plans to develop port tourism products in conjunction with Gochang County and modern cultural heritage, aiming to induce a local economic ripple effect of approximately 8 billion KRW per port call.
In Buan Gungang, by 2030, 987 billion KRW of private capital will be invested to create a marina port with berthing facilities for 131 vessels, transforming the Byeonsan Peninsula area into a year-round marine leisure hub. In Hae-ri, Gochang County, by 2031, 300 billion KRW will be allocated to build a 6,000 square meter marine healing center utilizing local resources such as mudflats and seawater, transforming it into a wellness tourism hub.
Furthermore, a large-scale integrated marine tourism hub will be gradually expanded, linking the Sin-si and Yami districts of Gochang County, Gunsan Ocean Palette, and the National Maritime City Science Museum in Kimje Simpo. Additionally, nighttime tourism and gastronomic content will be integrated to disperse tourism demand concentrated in the summer season throughout the year.
Kim Cheol-tae, Director of the Saemangeum Marine and Fisheries Department of North Jeolla Special Self-Governing Province, stated, "We will develop the sea and islands of North Jeolla into a growth industry leading the regional economy," and expressed, "We will firmly establish a residence-consumption type industry ecosystem with the participation of residents and local businesses."
