The 20th election for the President of Jeonbuk University has been confirmed for December 1st. However, the election that should be about the future of the university is being overshadowed by anonymous letters and suspicions related to the candidates. It is essential to verify the qualifications and ethics of the candidates. Therefore, the way of not taking responsibility for the suspicions that are raised should be changed. If verification is demanded, evidence must be provided, and what the problem is should be clearly identified.
The Jeonbuk University President Candidate Recommendation Committee held its first meeting on the 12th and set the election date. The registration for potential candidates will start on October 19th, and the official candidate registration will take place on November 16-17. It has not been decided yet in what ratio the votes of professors, staff, and students will be reflected.
Leading up to the election, the first issue that arose was the controversy surrounding anonymous letters. A report was filed with the police on the 2nd stating that a threatening letter was delivered to a professor who was being mentioned as a candidate for the presidency. There are also stories circulating within the university that four individuals mentioned as candidates received similar letters.
While the police are investigating the circumstances, rumors are spreading identifying a specific individual as the mastermind behind the letters. However, it should be revealed through the investigation who sent the letters and for what purpose. Blaming someone without confirmed evidence can lead to further harm.
The suspicions raised in the letters should also be separately verified. It is a different issue to determine who sent the letters and whether their contents are true. It is not appropriate to accept all contents as true just because it is an anonymous letter, nor is it right to conclusively dismiss everything as false.
In particular, the controversy surrounding drunk driving is not officially disclosed by the party involved, so the facts should be verified first. If the facts are confirmed, the eligibility of the candidate can be judged according to university regulations. The university and the President Candidate Recommendation Committee should clearly explain the criteria for application and apply the same standards to all candidates.
The investigation into research ethics-related suspicions is a matter that requires examination and judgment. An investigation into the personnel mentioned as candidates is ongoing, and there are rumors circulating within the university that the results will soon be announced. However, Jeonbuk University has not officially confirmed the details of this investigation and announcement schedule.
Whether there has been a violation of research ethics should be determined following a thorough review of relevant materials and the explanations provided by the individuals involved. The mere fact that someone is under investigation does not confirm any wrongdoing. During the investigation process, the rights of both the informant and the subject of the investigation should be protected, and the facts should be verified without undue pressure.
There are also criticisms that some media outlets have reported suspicions mentioning names before the results are out. The media should provide the necessary information for candidate verification. It is crucial to clearly distinguish between confirmed facts and suspicions that are still pending, and to include the explanations and counterarguments of the parties involved. Readers should not be led to believe that ongoing investigations are already established facts.
During the reporting process, the newspaper consulted experts and verified the relevant information. Reporting without understanding the overall context before making a judgment on research ethics is irresponsible. The determination of violations should not be made before the investigation committee completes its inquiry and reaches a decision. Claims made by those raising suspicions and those defending against them should be examined based on the same standards.
The same principles apply when raising issues such as accounting irregularities or misappropriation of funds. Specific details such as when and where the money was spent, what regulations or procedures were violated, should be clearly explained. Detailed expenditure records and supporting documents should be provided, and if necessary, formal audits or investigations should be requested. Those under suspicion should respond with relevant information and detailed explanations.
It is irresponsible to spread rumors about there being a problem without clearly identifying what the problem is. Simply creating doubts about someone and then trying to prove them wrong with a defensive stance will not reveal the truth. If one knows of a problem, they should confidently provide evidence and demand verification. If the raised issues are found to be untrue, one should also take responsibility for correcting them.
The investigation results could impact the structure of the presidential election. With around 7 individuals currently being mentioned as potential candidates, an issue regarding the qualification of one candidate could affect the competition for other candidates. However, whether the investigation results lead to disqualification of a candidate should be separately verified according to the regulations and necessary procedures. It is not appropriate to determine the eligibility for candidacy before the results are out.
There are claims that some university officials made statements prematurely concluding the investigation results in a public setting. If true, clarification from the university is necessary as it could raise doubts about the fairness of the investigation and the election.
Candidate verification is a process to select the right person to lead the university. Those raising issues should provide evidence, candidates should explain with data, and the university should make judgments according to regulations and procedures. Regardless of who raises the issue, the same standards should be applied for verification, and the same standards should be used to hold individuals accountable.
At the same time, candidates should also answer how they plan to operate the university. They should present specific plans on how they will support students' education and employment, what changes they will make to ensure a fair working environment for staff, how they will provide resources to support professors' research and teaching. It is also an important task to determine what role Jeonbuk University will play in the development of Jeonbuk as a regional flagship national university.
In an election where suspicions are circulating and no one takes responsibility, regardless of who is elected, conflicts and distrust will remain. If there is a problem, it should be raised with evidence and confidently. If verification is demanded, the results should be responsibly accepted. The Jeonbuk University presidential election should move away from rumors and move towards verification based on facts and policy competition for the university's future.
