전북특별자치도의회 박용근 의원(장수, 더불어민주당)이 3일 열린 제417회 임시회 제4차 본회의에서 정부의 소농직불금 축소 방안에 강한 우려를 표하며, 제도 확대를 촉구했다.

박 의원은 정부가 지난해 말 발표한 ‘2025~2029 제1차 공익직불제 기본계획(안)’을 언급하며, 이 계획에 시사된 소농직불금 축소 기조가 “농업의 지속 가능성과 농민의 생존권을 위협하는 행위”라고 비판했다.

그는 “우리나라 농업 구조에서 절대 다수를 차지하는 소농은 단순한 생산자 집단이 아니라, 농촌 공동체의 뿌리이자 지역 경제의 핵심 주체”라며 “소농의 유지는 곧 농촌 공동체의 존속을 의미한다”고 강조했다.

소농직불금이 농지 분할이나 고령 농민의 은퇴 지연을 부추긴다는 정부의 입장에 대해서는, “우려가 전혀 일리가 없지는 않다”면서도 “이는 직불금 제도의 결함이 아니라 정책적 보완이 이뤄지지 않은 데 따른 문제”라고 지적했다. 이어 “제도의 문제를 해결하기보다 축소부터 논의하는 것은 농촌 붕괴를 앞당기는 잘못된 선택”이라고 주장했다.

박 의원은 소농직불금을 단순한 복지성 지원이 아닌 “농촌의 지속 가능성을 위한 전략적 투자”라고 정의하며, 현 시점에서는 축소가 아닌 확대가 필요하다고 강조했다. 그는 “소농은 경제적 충격에 가장 취약한 계층이며, 농업 외 소득원이 거의 없는 경우가 많다”며 “이들에게 안정적인 소득 기반을 제공하는 것은 국가의 책무”라고 밝혔다.

마지막으로 박 의원은 “정부는 농업의 공익적 가치와 농민의 생존권 보장을 위해 소농직불금을 대폭 확대해야 한다”며, “농촌 공동체를 지키고 지역 경제를 살리기 위한 현실적이고 지속 가능한 대책 마련에 나서야 한다”고 촉구했다.

Park Yong-geun, a member of the Jeonbuk Special Self-Governing Province Council (Jangsu, Democratic Party), expressed strong concerns about the government's plan to reduce direct payments to small farmers during the 4th plenary session of the 417th extraordinary session held on the 3rd, and urged for an expansion of the system.

Referring to the 'Basic Plan for the First Public Direct Payment System for 2025-2029' announced by the government at the end of last year, Park criticized the principle of reducing direct payments to small farmers mentioned in the plan as "an act that threatens the sustainability of agriculture and the survival rights of farmers."

He emphasized that small farmers, who constitute the absolute majority in the agricultural structure of South Korea, are not just a simple group of producers but are the roots of rural communities and the core entities of local economies. He stated, "Maintaining small farmers is synonymous with the survival of rural communities."

Regarding the government's stance that direct payments to small farmers encourage land fragmentation or delay the retirement of elderly farmers, he pointed out, "There is some validity to the concerns," but also stated, "This is not a flaw in the direct payment system but a problem resulting from the lack of policy improvements." He further argued, "Discussing reduction instead of resolving the issues with the system is a misguided choice that accelerates the collapse of rural areas."

Park defined direct payments to small farmers not just as welfare support but as "strategic investment for the sustainability of rural areas," and emphasized the need for expansion rather than reduction at the current juncture. He stated, "Small farmers are the most vulnerable group to economic shocks, and many of them have little to no income sources outside of agriculture," adding, "Providing them with a stable income base is the duty of the state."

Lastly, Park urged, "The government must significantly expand direct payments to small farmers to ensure the public value of agriculture and the survival rights of farmers," and called for practical and sustainable measures to protect rural communities and revive local economies.
