전북특별자치도교육청이 디지털 기술을 활용한 문화유산 교육을 본격적으로 추진할 수 있는 제도적 기반을 마련했다. 전북특별자치도의회는 최근 제417회 임시회 본회의에서 임종명 의원(남원2)이 대표 발의한 ‘전북특별자치도교육청 디지털문화유산교육 활성화 조례안’을 통과시켰다.

이번 조례는 4차 산업혁명과 디지털 전환 시대에 발맞춰, 전북 도내 학생들이 지역의 역사와 문화유산을 디지털 방식으로 체계적이고 생생하게 학습할 수 있도록 하는 데 목적이 있다. 특히 디지털문화유산교육을 통해 학생들이 지역 정체성을 인식하고 올바른 역사관을 형성할 수 있도록 지원한다는 점에서 의미가 깊다.

조례에 따르면, 교육감은 디지털문화유산교육 활성화를 위한 계획을 5년마다 수립·시행하고, 이를 뒷받침할 연간 시행계획도 수립하도록 되어 있다. 계획에는 교재와 프로그램의 개발·보급, 교직원 연수, 참여 확대 방안, 협력체계 구축, 우수사례 확산 등의 내용이 포함된다. 또한 디지털문화유산교육이 단순한 정보 전달을 넘어, 가상현실(VR) 등 디지털 기술을 활용해 문화유산을 체험하고 이해할 수 있는 학습이 되도록 하는 데 초점이 맞춰져 있다.

학교 현장에서도 자율적으로 교육을 운영할 수 있도록 근거가 마련되었다. 학교장은 교육 여건에 맞춰 디지털문화유산교육을 실시할 수 있으며, 현장학습과 연계한 교육도 가능하다. 또한, 교육청은 필요할 경우 관련 기관이나 단체에 교육 사업의 일부를 위탁할 수 있도록 하여 실효성을 높이고, 디지털문화유산 교육과 관련된 협의회를 구성할 수 있는 규정도 마련되었다.

임종명 의원은 조례 제정 이유에 대해 “디지털문화유산은 단절된 과거와 현재, 미래를 이어주는 교육자산”이라며 “학생들이 지역의 역사적 자긍심을 갖고 정체성을 함양할 수 있도록 교육청 차원의 적극적인 정책 추진이 필요하다”고 강조했다.

이번 조례의 제정으로 전북교육청은 디지털 기반의 지역문화유산 교육을 제도적으로 뒷받침할 수 있게 되었으며, 앞으로 지역의 특색을 반영한 다양한 교육 콘텐츠 개발과 학교 현장 중심의 실질적인 역사교육이 활성화될 것으로 기대된다.

The Jeonbuk Special Self-Governing Province Office of Education has established a institutional basis to actively promote cultural heritage education utilizing digital technology. The Jeonbuk Provincial Council recently passed the "Jeonbuk Special Self-Governing Province Office of Education Digital Cultural Heritage Education Activation Ordinance," proposed by Representative Lim Jong-myeong (Namwon 2) during the 417th provisional session.

This ordinance aims to enable students in Jeonbuk Province to systematically and vividly learn about the region's history and cultural heritage in a digital manner, in line with the Fourth Industrial Revolution and the era of digital transformation. Particularly significant is the support provided through digital cultural heritage education for students to recognize their regional identity and form a proper perspective on history.

According to the ordinance, the Superintendent of Education will establish and implement plans for activating digital cultural heritage education every five years, and also develop annual implementation plans to support this. The plans will include the development and distribution of textbooks and programs, teacher training, expansion of participation, establishment of cooperation systems, and dissemination of exemplary cases. Furthermore, the focus is on ensuring that digital cultural heritage education goes beyond mere information delivery, utilizing digital technologies such as virtual reality (VR) to allow students to experience and understand cultural heritage.

Provisions have been made to allow schools to autonomously operate education on the ground. School principals can implement digital cultural heritage education according to educational conditions, and education linked to on-site learning is also possible. Additionally, the Office of Education can delegate part of the educational projects to relevant institutions or organizations as needed to enhance effectiveness, and regulations have been established to form a council related to digital cultural heritage education.

Representative Lim Jong-myeong emphasized the reason for enacting the ordinance, stating that "digital cultural heritage is an educational asset that connects the fragmented past, present, and future," and that "active policy implementation at the level of the Office of Education is necessary for students to cultivate historical pride in the region and enhance their identity."

With the enactment of this ordinance, the Jeonbuk Office of Education can now institutionally support digital-based regional cultural heritage education, and it is expected that various educational contents reflecting the region's characteristics and substantial history education centered on schools will be activated in the future.
