새만금 해수유통의 중장기 방안을 결정짓는 새만금위원회의 서면 결의를 앞두고, 지역 시민사회가 “공론 없는 밀실결정은 안 된다”며 강하게 반발하고 나섰다.

15일 오전 1전북특별자치도의회 1층 기자실에서 새만금 상시 해수유통운동본부(이하 ‘운동본부’)와 오현숙 전북도의원은 공동 기자회견을 열고, 새만금위원회의 서면 결의 잠정 중단과 환경부 보고서에 대한 공개 토론회 개최를 공식 촉구했다.

운동본부는 지난 2024년 4월 출범 이후 새만금 해수유통의 필요성을 알리고 전북도민, 어민, 시민단체의 목소리를 모아 약 2만 5천 명의 서명을 받았다. 이들은 새만금 해수유통 중장기 방안을 논의 중인 새만금위원회에 민의를 전달하기 위해 정부 관계기관과 지속적으로 면담을 추진해왔다.

2025년 1분기에는 국회 환경노동위원장의 주관 아래 전북도청, 환경부, 새만금개발청이 참여한 두 차례 간담회를 통해 운동본부의 입장을 전달했다.

이 자리에서 운동본부는 환경부의 보고서에 대해 다수의 이견을 제기했다. 특히, 새만금호 내부의 수질오염에 대한 실질적 대책이 미흡하며, 생물 생존이 불가능한 수준임에도 불구하고 연평균·지점 평균 등 수치 중심의 목표 설정에 그쳤으며, 현 수질대책이 새만금 외해역에까지 부정적 영향을 미치고 있다는 점을 지적했다.

간담회에서는 “항구적인 해수유통과 유입량의 대폭 확대 필요성”에 대한 공감대도 확인되었으며, 상시 해수유통이 어렵다면 점진적으로 관리 수위를 높이는 방식의 실증 실험을 제안한 바 있다. 환경부도 이에 대해 부처 간 협의를 전제로 관리 수위 유연화 및 배수갑문 추가 설치를 검토하겠다는 입장을 표명했다.

그러나 최근 환경부와 새만금위원회는 해당 보고서를 4월 14일부터 23일까지 서면 검토 및 결의로 대체해 처리하기로 결정했다.

이에 대해 운동본부는 “공감대 형성과 의견 교류가 충분히 이루어지지 않은 상태에서의 졸속 결정은 수용할 수 없다”며 강하게 반발하고 있다. 특히, 민간위원장과의 면담 요청조차 거부당하고, 보고서 최종 내용조차 공유받지 못한 상황에서 “일방적인 절차 진행은 절대 용납할 수 없다”고 주장했다.

운동본부는 또 다른 문제로, 새만금 스마트 수변도시 사업에 포함된 배수관 방류부의 위치를 언급했다. 새만금개발공사에 따르면 방류부 12개소 중 상당수가 –1.5m의 관리 수위와 근접한 –0.15m ~ –1.47m에 위치해 있으며, 이로 인해 해수면 상승 및 홍수에 매우 취약한 구조라는 점도 지적했다.

On the morning of the 15th, the Saemangeum Permanent Seawater Distribution Movement Headquarters and Oh Hyun-sook, a Jeollabuk-do assembly member, held a joint press conference at the 1st floor press room of the Jeollabuk Special Self-Governing Province Assembly, officially urging the temporary suspension of the written resolution of the Saemangeum Committee and the organization of a public debate on the Ministry of Environment's report.

Since its establishment in April 2024, the movement headquarters has been promoting the necessity of seawater distribution in Saemangeum and has collected approximately 25,000 signatures from Jeollabuk residents, fishermen, and civic groups. They have been actively engaging in discussions with government agencies to convey public opinion to the Saemangeum Committee, which is currently discussing mid- to long-term plans for seawater distribution.

In the first quarter of 2025, under the auspices of the National Assembly's Environment and Labor Committee, the Jeollabuk Provincial Office, Ministry of Environment, and Saemangeum Development Authority participated in two meetings to convey the position of the movement headquarters.

During these meetings, the movement headquarters raised numerous objections to the Ministry of Environment's report. In particular, they pointed out that the practical measures for water quality pollution within the Saemangeum reservoir are inadequate, and the current water quality measures are negatively impacting the waters outside Saemangeum, despite setting goals based on average annual and point average values, which are impossible for biological survival.

At the meetings, there was also a consensus on the "need for a permanent seawater distribution and significant expansion of inflow volume," and if permanent seawater distribution is challenging, they proposed a gradual increase in management levels as a method of empirical testing. The Ministry of Environment expressed its intention to consider flexible management level adjustments and additional installation of drainage gates based on inter-ministerial discussions.

However, recently, the Ministry of Environment and the Saemangeum Committee decided to replace the report with a written review and resolution process from April 14th to 23rd.

In response, the movement headquarters strongly objected, stating that "hasty decisions without sufficient consensus-building and exchange of opinions are unacceptable." They particularly emphasized that unilateral procedural progress cannot be tolerated, especially since their request for a meeting with private committee members was rejected, and they have not even received the final report content for sharing.

The movement headquarters also mentioned another issue regarding the location of the discharge outlets included in the Saemangeum Smart Waterfront City project. According to the Saemangeum Development Corporation, a significant number of the 12 discharge outlets are located at levels close to -1.5m management level, ranging from -0.15m to -1.47m, making them structurally vulnerable to rising sea levels and floods.
