국립수산과학원 중앙내수면연구소 소속 30대 기간제 연구원이 상급자의 상습적인 폭행과 갑질, 기관의 조직적 방치 속에 스스로 생을 마감한 사실이 알려지면서 공공기관 기간제 노동자 처우 문제가 다시 수면 위로 떠올랐다.

고인이 남긴 유서에는 상급자로부터 지속적인 폭행과 폭언, 갑질을 당한 사실이 구체적으로 기록되어 있다. 고인은 피해 사실을 연구소 책임자에게 공식 보고하고 분리 조치를 요구했으나, 적절한 조치는 이루어지지 않았다. 오히려 집단 따돌림과 조직적 방치 등 2차 가해까지 가해진 정황이 확인되고 있다.

노동당은 19일 성명을 통해 이번 사건이 기간제 노동자를 둘러싼 구조적 문제의 단면이라고 규정했다. 노동당은 "고용 불안을 악용한 부당한 지시, 차별, 일방적 계약 종료 등이 노동현장에서 일상적으로 벌어지고 있다"며 "상시지속 업무에도 기간제를 고용하는 관행이 오랫동안 굳어져 왔다"고 비판했다.

특히 공공기관의 기간제 남용에 대해 노동당은 정부의 총액인건비제와 정원 통제, 공공기관 경영평가 방식이 핵심 원인이라고 지적했다. 민간 부문도 예외가 아니다. 국내 매출 상위 500대 기업의 기간제 노동자는 최근 4년간 25% 이상 급증한 것으로 나타났다.

노동당은 기간제 노동자 중 가장 큰 비중을 차지하는 청년 세대가 노동현장에서 최하층 신분으로 내몰리며 직장 내 괴롭힘과 열악한 노동조건을 강요받고 있다고 강조했다. 정부가 최근 공정수당 지급을 통한 임금 차별 해소를 내세웠지만, 이번 사건은 임금 문제만이 아니라 노동현장의 신분제적 구조 자체를 바꿔야 한다는 점을 보여준다는 것이다.

노동당은 ▲기간제법·파견법 폐기 ▲상시지속 업무의 정규직 고용 의무화 ▲간접고용·파견 노동 금지 ▲국가·공공 책임의 양질의 일자리 보장을 촉구했다. 또한 "청년에게 가장 필요한 것은 안정된 일자리와 안전한 주거이며, 수도권으로 내몰리지 않고 전국 어디서든 자신의 삶을 살아갈 수 있는 조건"이라고 밝혔다.

노동당은 성명 말미에 "청년을 죽음으로 내모는 나라에 묻는다. 기간제 없는 나라, 불안정노동 없는 나라, 국가가 양질의 일자리를 책임지는 나라는 불가능한 현실인가"라고 물었다.

In a note left behind by the deceased, detailed records of continuous physical abuse, verbal assaults, and bullying from superiors were documented. The deceased officially reported the incidents to the institute's supervisor and requested separation measures, but appropriate actions were not taken. Instead, evidence of secondary victimization such as ostracism and organizational neglect has been confirmed.

On the 19th, the Labor Party stated in a press release that this incident is a reflection of structural issues surrounding temporary workers. The party criticized the exploitation of job insecurity, unfair orders, discrimination, and unilateral contract terminations as common occurrences in workplaces, emphasizing that the practice of employing temporary workers for ongoing tasks has been entrenched for a long time.

In particular, the Labor Party pointed out that the misuse of temporary workers in public institutions is primarily due to the government's total labor cost system, personnel control, and evaluation methods in public institution management. The private sector is not exempt from this issue either, as the number of temporary workers in the top 500 domestic companies has increased by over 25% in the past four years.

The Labor Party stressed that the younger generation, who make up the largest portion of temporary workers, are being pushed to the lowest rungs in the workplace, facing harassment and poor working conditions. While the government recently emphasized wage discrimination resolution through fair wage payment, this incident highlights the need to change the structural nature of the workplace, not just focusing on wage issues.

The Labor Party called for the abolition of the Temporary Employment Law and Dispatch Law, mandatory regular employment for ongoing tasks, prohibition of indirect employment and dispatch labor, and ensuring high-quality jobs under national and public responsibility. They also stated that what young people need the most are stable jobs and safe housing, and the conditions to live their lives anywhere in the country without being forced into the capital region.
