제9회 전국동시지방선거를 앞두고 노동당과 민주노총이 공식 정책협약을 맺었다. 지난 5월 14일 오후 2시, 노동당 중앙당사에서 열린 협약식에는 노동당 김성봉 부대표와 민주노총 이태환 수석부위원장이 참석해 6.3 지방선거에서 노동권·공공성 강화와 평등한 지역사회 전환을 핵심 의제로 삼기로 공식 합의했다.

이번 협약은 민주노총이 제안한 지방정부 차원의 정책과 제도개선 과제를 노동당이 실현·추진하기로 약속하는 형식으로 이뤄졌다. 주요 내용은 다음과 같다.

노동기본권을 기준으로 한 노동정책 설계
돌봄·의료·교통·교육 공공성 확대
사각지대 해소 및 양질의 일자리 확대
기후정의 실현
노동자·시민의 생명·안전 보장
무분별한 노동행정 이양 중단 및 노동권 훼손 특별법 추진 중단
산업단지 정책에 노동자 참여 보장을 위한 산업집적법 개정
산업단지 공동안전보건관리체계 구축과 산업안전보건법 개정
지자체 청소노동자 건강권 보장을 위한 폐기물관리법 개정
중대시민재해 독립적 사고조사를 위한 생명안전기본법 제정

노동당 김성봉 부대표는 협약의 의의를 밝히며 "복합위기 시대에 노동권과 공공성은 아주 중요한 두 축"이라고 강조했다. 그는 이재명 정권 하에서 노조활동 중 공권력 투입으로 서광석 열사가 목숨을 잃은 사례와, 노조법 2조 개정 이후에도 원청사용자성을 인정하지 않는 현실을 지적하며 "선진국이 되었다고는 하나 노동권은 여전히 암울한 상황"이라고 비판했다.

돌봄 공공성 문제에 대해서도 "정부가 통합돌봄 정책을 시행했으나 지자체별 예산 규모가 2~3억에 불과해 턱없이 부족하다"며, "노동당은 권리로서의 보편적 기본서비스를 당의 주요 정책으로 삼고 있다"고 소개했다.

민주노총 이태환 수석부위원장은 "내란세력 청산과 사회대전환을 실현할 선거지만, 민주노총이 진보정당을 지지하는 분명한 방침을 수립하지 못해 송구하다"면서도, 이번 협약에서 공유한 정책들이 "오랜 시간 진보정당들과 민주노총이 함께 고민한 내용들"이라며 공감의 폭이 클 것임을 밝혔다. 그는 "이번 협약식이 조합원들이 진보정치에 관심을 갖는 계기가 되길 바라며, 지방선거 이후에도 함께 실천하는 파트너가 되길 희망한다"고 덧붙였다.

노동당은 "더 많은 평등, 더 깊은 민주주의, 더 넓은 공공성"을 핵심 기조로 이번 지방선거에 임하고 있다. 10대 공약으로는 공공병원 확대·주치의제 도입, 공공주택 비율 확대·공정임대료제 도입, 교통권·에너지 기본권 보장, 공공재생에너지 확대, 화학물질 안전관리 강화, 모든 노동자의 노동권 및 지자체 책임 일자리 보장제, 주 4일제·생활임금 보장, 성평등국 설치, 평등·인권조례 실현, 주민 민주적 참여 제도화 등을 내세우고 있다.

Ahead of the 9th National Simultaneous Local Elections, the Labor Party and the Korean Confederation of Trade Unions (KCTU) have officially entered into a policy agreement. At the agreement ceremony held at the Labor Party headquarters on May 14th at 2 p.m., Labor Party Vice Chairman Kim Sung-bong and KCTU Senior Vice Chairman Lee Tae-hwan attended and officially agreed to make labor rights and publicness enhancement, as well as the transition to an equal local community, the core issues for the upcoming June 3 local elections.

This agreement was made in a format where the KCTU proposed local government-level policy and institutional improvement tasks, which the Labor Party promised to realize and promote. The key contents of the agreement are as follows:

- Designing labor policies based on basic labor rights
- Expanding publicness in care, healthcare, transportation, and education
- Resolving blind spots and expanding quality jobs
- Achieving climate justice
- Ensuring the life and safety of workers and citizens
- Halting indiscriminate labor administration outsourcing and the enactment of a special law to stop the infringement of labor rights
- Amending the Industrial Cluster Act to ensure worker participation in industrial zone policies
- Establishing an industrial zone joint safety and health management system and amending the Industrial Safety and Health Act
- Amending waste management laws to ensure the health rights of municipal cleaning workers
- Enacting the Basic Law on Life Safety for independent investigation of major civilian disasters

Labor Party Vice Chairman Kim Sung-bong emphasized the significance of the agreement, stating that "in the era of compound crises, labor rights and publicness are two very important pillars." He pointed out examples such as the case where labor activist Seo Kwang-seok lost his life due to the intervention of public power in labor activities under the Lee Jae-myung administration, and the reality of not recognizing the principle of direct employment even after the revision of Article 2 of the Labor Standards Act, criticizing that "although Korea has become an advanced country, the situation regarding labor rights is still bleak."

Regarding the issue of publicness in care, he also mentioned that "although the government has implemented integrated care policies, the budget sizes vary by local government and are only around 2 to 3 billion, which is grossly insufficient," and introduced that the Labor Party considers universal basic services as a right and a major policy focus.

KCTU Senior Vice Chairman Lee Tae-hwan expressed regret for not clearly formulating a policy to support progressive parties to achieve the eradication of internal subversion and social transformation in the upcoming elections. However, he noted that the policies shared in this agreement are "contents that progressive parties and the KCTU have pondered together for a long time," expressing that there will be a broad consensus. He added, "I hope this agreement ceremony will be an opportunity for union members to take an interest in progressive politics and become partners in practicing together even after the local elections."

The Labor Party is approaching this local election with the core principles of "more equality, deeper democracy, and broader publicness." Their top 10 pledges include expanding public hospitals and introducing a resident doctor system, increasing the ratio of public housing and introducing a fair rental system, guaranteeing transportation rights and energy basic rights, expanding public renewable energy, strengthening chemical safety management, ensuring labor rights for all workers and implementing local government responsibility job security, guaranteeing a 4-day workweek and a living wage, establishing a gender equality country, realizing equality and human rights ordinances, and institutionalizing democratic participation of residents.
