전북교육청은 기정예산보다 1,415억 원(3.0%) 증가한 4조8,471억 원 규모의 ‘2026년도 제2회 추가경정예산안’을 편성해 전북특별자치도의회에 제출했다고 26일 밝혔다.

이번 추경은 새로운 교육 비전과 공약사업 추진, 특별교부금 목적사업, 인건비와 학교 신설 등 필수·의무경비를 반영하는 데 중점을 뒀다. 연내 집행 가능성을 고려해 하반기부터 추진이 필요한 사업을 중심으로 편성했다.

교육 비전과 공약사업 실행 기반 마련에는 258억 원이 반영됐다. 주요 사업은 진로진학교육원 설립 80억 원, 직업계고 재구조화 지원 48억 원, 학생회실 및 학교자치 복합공간 조성 18억 원, AI 기반 에듀테크 플랫폼 지원 13억 원, 학교폭력 대응 지원 7억 원 등이다.

학생 교육사업에는 126억 원을 편성했다. 늘봄맞춤형 프로그램 운영, 학교체육 시설 관리, 미래형 학교환경 구축, 특수교육 교재교구 지원, 융합교육(STEAM), 교육협력 사업 등이 포함됐다.

안전하고 쾌적한 교육환경 조성에는 258억 원을 반영했다. 학교시설 환경개선에 149억 원, 직업교육 여건 개선에 56억 원, 유아 숲생태놀이체험장 조성에 16억 원 등이 투입된다.

학교 신설과 인건비 등 필수·의무적 경비에는 90억 원을 반영했으며, 향후 대규모 교육시설 투자에 대비하기 위한 시설기금 전출금으로 683억 원을 편성했다.

천호성 교육감은 “이번 추경은 새로운 교육 비전과 공약을 실행하기 위한 첫걸음”이라며 “학생과 학교 현장에서 변화를 체감할 수 있는 사업을 적기에 추진하고 향후 교육시설 투자에도 차질이 없도록 재정을 책임 있게 운용하겠다”고 밝혔다.

추경안은 오는 9월 3일부터 열리는 제431회 전북특별자치도의회 정례회 심의·의결을 거쳐 최종 확정될 예정이다.

The Jeonbuk Provincial Office of Education announced on the 26th that they have submitted a '2026 2nd Supplementary Budget Proposal' totaling 4 trillion 847.1 billion won to the Jeonbuk Special Self-Governing Province Council, which is an increase of 141.5 billion won (3.0%) from the original budget.

This supplementary budget focuses on reflecting essential and mandatory expenses such as new education visions and pledge projects, special subsidies, personnel expenses, and school establishment. It was structured with a focus on projects that need to be implemented from the second half of the year, considering the possibility of execution by the end of the year.

The budget includes 258 billion won for establishing the foundation for executing education visions and pledge projects. Key projects include the establishment of career education centers with 80 billion won, support for restructuring vocational high schools with 48 billion won, creating student council rooms and school autonomous complex spaces with 18 billion won, supporting AI-based educational tech platforms with 13 billion won, and anti-school violence support with 7 billion won.

For student education projects, 126 billion won was allocated, including tailored spring programs, school sports facility management, building future-oriented school environments, support for special education textbooks and equipment, STEAM education, and educational cooperation projects.

258 billion won was allocated for creating a safe and pleasant educational environment. This includes 149 billion won for improving school facilities, 56 billion won for improving vocational education conditions, and 16 billion won for creating forest eco-playgrounds for children.

90 billion won was allocated for essential and mandatory expenses such as school establishment and personnel costs, and 683 billion won was allocated for facility funds to prepare for future large-scale educational facility investments.

Cheon Ho-seong, the Superintendent of Education, stated, "This supplementary budget is the first step towards implementing new education visions and pledges," and added, "We will responsibly manage finances to carry out projects that students and schools can feel changes from and ensure smooth progress in future educational facility investments."

The supplementary budget proposal is expected to be finally confirmed through deliberation and resolution at the 431st regular session of the Jeonbuk Special Self-Governing Province Council, which will begin on September 3rd.
