4개 시·도지사는 5극과 3특이 경쟁 관계가 아닌 국가균형발전을 함께 이끄는 성장축이라는 데 뜻을 모으고, 지역별 특성과 강점을 살릴 수 있도록 균형 있는 지원이 필요하다고 강조했다.
이어 ‘대한민국 특별자치시도 공동성명서’에 서명하고 정부와 국회에 특별자치시·도에 대한 실질적인 지원 확대를 촉구했다.
공동성명에는 5극과 3특의 균형 있는 발전, 권한이양·재정지원·규제혁신·특례 확대, 행정수도 완성을 위한 행정수도특별법의 2026년 내 조속한 제정 등이 담겼다.
전북자치도는 앞으로 강원·제주·세종과 권한이양과 규제혁신, 특례 확대 등 공동 현안을 발굴하고 정부와 국회에 제도 개선을 공동 건의할 계획이다.
이원택 지사는 “5극과 3특이 함께 성장하는 국가균형발전을 위해 특별자치시·도 간 연대를 강화하고, 도민이 체감할 수 있는 실질적인 권한과 제도적 기반 확충에 힘을 모으겠다”고 말했다.
On the 26th, Jeonbuk Special Self-Governing Province held the first regular meeting of the 'Republic of Korea Special Self-Governing City and Province Administrative Consultative Council' since the inauguration of the 9th local government, along with Gangwon Special Self-Governing Province, Jeju Special Self-Governing Province, and Sejong Special Self-Governing City at the 2nd seminar room of the National Assembly Member's Office Building.
The meeting was arranged to explore development strategies for special self-governing cities and provinces in line with the government's '5 poles 3 specials' national balanced development policy, and to discuss joint response measures for expanding authority and institutional bases.
The meeting was attended by Lee Won-taek, Governor of Jeonbuk Special Self-Governing Province, Woo Sang-ho, Governor of Gangwon Special Self-Governing Province, Won Sung-gon, Governor of Jeju Special Self-Governing Province, and Jo Sang-ho, Mayor of Sejong Special Self-Governing City.
The four governors agreed that the '5 poles and 3 specials' are not in a competitive relationship but are growth pillars leading national balanced development together. They emphasized the need for balanced support to leverage regional characteristics and strengths.
Subsequently, they signed the 'Republic of Korea Special Self-Governing City and Province Joint Statement' and urged the government and the National Assembly to substantially expand support for special self-governing cities and provinces.
The joint statement included balanced development of the '5 poles and 3 specials', delegation of authority, financial support, regulatory innovation, and expansion of special provisions, as well as the prompt enactment of the Administrative Capital Special Law for the completion of the administrative capital by 2026.
Jeonbuk Province plans to identify common issues such as delegation of authority, regulatory innovation, and expansion of special provisions with Gangwon, Jeju, and Sejong in the future, and jointly propose institutional improvements to the government and the National Assembly.
Governor Lee Won-taek stated, "To achieve national balanced development where the '5 poles and 3 specials' grow together, we will strengthen solidarity among special self-governing cities and provinces and focus on enhancing substantial authority and institutional bases that residents can feel."
