전북특별자치도와 전북지역 국회의원들이 2차 공공기관 이전과 지역완결형 국립의학전문대학원 설립 등 전북 현안 해결을 위해 공동 대응에 나섰다.

전북도는 27일 국회에서 이원택 도지사와 윤준병 더불어민주당 전북도당위원장 등 지역 국회의원들이 ‘2차 공공기관 이전의 조속한 추진과 핵심기관 전북 배치를 위한 공동건의문’을 채택했다고 밝혔다.

공동건의문에는 정부가 2차 공공기관 이전을 조속히 추진하고, 전북의 금융·농생명바이오·미래첨단산업과 연계된 핵심 공공기관을 전북에 배치해야 한다는 내용이 담겼다.

참석자들은 공공기관 이전이 단순한 지역 배분에 그치지 않고 지역 산업기반과 이전기관의 기능을 연계해 산업과 일자리 창출로 이어져야 한다고 강조했다. 이를 위해 이전계획 수립 과정에서 지자체 의견을 반영하고, 산업 연계성과 기관 집적 효과를 이전지역 선정의 주요 기준으로 삼아야 한다고 정부에 건의했다.

또한 수도권과 지역 간 의료격차 해소를 위해 지역완결형 국립의학전문대학원을 설립하고 국립중앙의료원을 전북으로 이전할 것을 촉구했다. 의료인력 양성부터 교육·수련·연구·진료까지 지역에서 이어지는 공공의료체계를 구축해야 한다는 취지다.

전북도와 지역 국회의원들은 향후 공동건의문에 담긴 과제가 정부 정책에 반영될 수 있도록 공동 대응하고, 필요한 입법과 제도 개선에도 협력하기로 했다.

North Jeolla Special Self-Governing Province and local members of the National Assembly in North Jeolla have joined forces to address current issues in the region, such as the relocation of secondary public institutions and the establishment of a regional comprehensive national medical school.

On the 27th, the province announced that Governor Lee Wan-taek and Yoon Joon-byung, the chairman of the North Jeolla branch of the Democratic Party, along with other local members of the National Assembly, adopted a joint proposal titled 'Joint Resolution for the Swift Promotion of the Relocation of Secondary Public Institutions and the Placement of Key Institutions in North Jeolla.'

The joint proposal emphasizes the need for the government to promptly promote the relocation of secondary public institutions and to place key public institutions related to finance, agricultural bioindustry, and future advanced industries in North Jeolla.

Participants stressed that the relocation of public institutions should not be limited to simple regional distribution but should be linked to the region's industrial base and the functions of the relocating institutions to lead to industrial development and job creation. They suggested that in the planning process for relocation, local opinions should be considered, and industrial relevance and the concentration effect of institutions should be key criteria for selecting relocation areas.

Furthermore, they urged the establishment of a regional comprehensive national medical school to bridge the medical gap between the capital region and the provinces, and to relocate the National Medical Center to North Jeolla. The aim is to establish a public medical system that spans from healthcare workforce training to education, research, and treatment in the region.

North Jeolla Province and local members of the National Assembly have agreed to jointly respond to the tasks outlined in the joint proposal to ensure they are reflected in government policies, and to collaborate on necessary legislative and institutional improvements.
